Within the framework of the Evaluation Policy, evaluation in UN Women is a comprehensive function that reinforces accountability, learning and oversight in order to support management decisions and enhance programme effectiveness on gender equality and women’s empowerment.

UN Women operates in Western and Central Africa Region through the Regional Office in Dakar, which supports 7 Country Offices (Senegal, Cameroon, Côte d’Ivoire, Nigeria, Mali, Sierra Leone and Liberia) as well as countries where UN Women has only programmatic presence (Central African Republic).

Reporting to the Evaluation Specialist, the Evaluation Analyst works with and provides support in the implementation of the Regional Evaluation Plan, including supporting national capacity building initiatives in gender responsive evaluations and co-managing the conduct and use of evaluations in the region.

Duties and Responsibilities

Under the supervision of the Regional Evaluation Specialist, the UN Volunteer will contribute to strengthening the evaluation function across UN Women’s West and Central Africa region by specifically undertaking the following tasks:

1. Assist the Regional Evaluation Specialist in identifying and implementing evaluations of strategic relevance;

2. Support implementation of the Evaluation Plan. For each evaluation, support data collection missions by following up on stakeholder identifications and document retrievals, designing interview schedules, compiling feedback on draft evaluation reports, following up on management response, and providing logistical support as required;

3. Support the quality of evaluation processes and products using the standard quality assurance checklists and the Global Evaluation Report Assessment and Analysis System (GERAAS);

4. Update the Global Accountability and Tracking of Evaluations (GATE) system. This includes:

  • uploading, updating and reporting on status of evaluation plans (i.e. evaluation section of the MERP), completed evaluation reports and TORs;
  • monitor development of management responses to all evaluations within 6 weeks of completion;
  • monitor progress of actions as per management responses to evaluations, including providing quarterly updates on status of implementation in the GATE system.

5. Support efforts to enhance UN Women internal evaluation capacity and national capacity on Evaluation with a focus on gender responsive evaluation;

6. Support the use of evaluation findings and recommendations by commissioning graphically designed reports and smart knowledge products;

7. Arrange travel logistics for the purpose of evaluation.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in the field of social sciences or other relevant field (Public Administration, Programme/Project Management, International Development, …);

Experience:

  • Two year experience in programme management and/or evaluation desirable;
  • Proficient in using new technologies, web-based platforms and social media networks;
  • Familiar with gender and development issues and international development/relations;

Languages:

  • Fluent in English and French.
