Job Overview/Summary Under the supervision of the Primary Health Manager, the Mobile Medical Unit (MMU) Senior Officer will oversee the implementation, management and supervision of IRC’s emergency response MMUs delivering life-saving essential primary health care services to conflict affected populations both IDP and host community populations to help prevent avoidable morbidity and mortality as part of a multi-sectoral response including protection and mental health. S/he will be responsible for the monitoring and follow up of mobile medical activities and medical supplies stocks in the supported projects sites, also will develop unique health facility improvement plans and prioritized action plans that address gaps identified during needs assessment and is aligned with the IRC health strategy and priorities. S/he will regularly review the aggregated data of services supervision and mentorship reports to improve the quality of provided services and tailor capacity building and training plans.

Primary Responsibilities Technical Assist the Primary Health Manager and Health Coordinator with the implementation, management and supervision of IRC’s MMUs in line with IRC’s health strategy, projects and plans. Conduct rapid need assessments to determine health needs in various locations for potential response as required. Conduct regular field trips to MMUs locations to oversee daily activities and ensure all services are carried out as per clinical guidelines and are meeting IRC’s standards. Assist in the MEAL activities of the MMUs through supervision, data collection and collecting clients’ feedback to ensure the quality of program is maintained. Supervise data registration and collection in the MMUs, ensuring data is entered into the database. Collate and disseminate weekly and monthly reports to meet the reporting requirements and deadlines set by IRC, as well as by the WHO/UN agencies and Donors. Updating indicators and activity tracking sheets to ensure project’s targets are met. Supervise the MMUs teams’ members’ daily work, ensuring a high-quality performance, and correct documentation and reporting. Collect and compile project data regularly, including statistical reports, case studies, and success stories. Assist in timely ordering, storage and distribution of all necessary medicines, supplies and equipment for the MMUs teams. Staff Management Facilitate regular team meetings with the MMU teams ensuring team members are kept informed of issues relevant to their work and are given the opportunity for providing feedback. Responsible for medical team development and capacity building programs. Referral, Coordination and Representation Represent IRC at relevant local level coordination meetings involving local authorities, UN agencies, and other local and international NGOs. Coordinate and liaise with members of the IRC health team, and other IRC teams to ensure all objectives of the health program are met. Ensuring continuity of care by establishing an effective referral system to higher levels of healthcare hospitals and clinics. Develop relationships with referral sites in the area to foster coordination and collaboration and follow up on referral cases. Staff Safety and Security Ensure MMUs staff understand IRC security standard operating procedures and contingency plans. Always comply with IRC security procedures, remaining aware of the security situation in the MMUs locations and report any security incidents or concerns to the security focal point. Other Duties Perform written and verbal interpretation and translation as necessary for the line manager and/or other IRC staff or guests in relation to health projects. Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other internal parties as required to maintain/enhance the security environment. Perform other duties as assigned by the line manager. Skills and Qualifications Bachelor’s degree in health-related discipline, further qualification or experience in management is preferred. At least 2 years of post-qualification work experience in a relevant field is required. Previous experience managing health programs and NGO experience are preferred. Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines. Ability to synthesize complex information and communicate it effectively to diverse audiences. Good command in English; written and oral communication skills. Strong attention to detail, organizational and time management skills. Willingness and ability to travel independently domestically. Computer proficiency in Windows environment (Microsoft Word, Excel).
