Org. Setting and Reporting This position is in Beledweyne Field Office of the United Nations Assistance Mission covering Hirshabelle state of Somalia. The Mission Planning Officer will be based in Beledweyne, with frequent travel to Mogadishu as necessary. The Mission Planning Officer, P4 reports directly to the Head of Office, Beledweyne Field Office and to Senior Mission Planning Officer as Second Reporting Officer.

Beledweyne is classified as "E" category and is a non-family duty station.

Responsibilities The P-4 Mission Planning Officer will be responsible for performing the following duties:

  • Conducts analysis, formulates recommendations and drafts segments of documents in order to assist UN senior management to develop, implement, and monitor strategies to maximize the individual and collective impact of the UN's response in the country of deployment, concentrating on mandated tasks and activities required to promote and consolidate peace, through a strategic partnership between the Mission and the UN country team;

  • Lead/ co-lead on the programmatic segment of the annual UNSOM Results-Based Budget (RBB) proposal and collaborate closely with the support pillar to propose complementing resourcing package;

  • Support the performance monitoring and quarterly reporting for the Mission including on the RBB results and deliverables through the Strategic Management Application or any similar tool as available;

  • Provides supports the implementation of Enterprise Risk Management, Programme Criticality; provide inputs for the reports Secretary General reports, senior managers compact, audits and evaluations; and prepare background notes, options papers, code cables as needed;

  • Supports Mission components in undertaking self-evaluations and incorporating lessons learned from evaluations into policies, procedures, plans, budgets, and other relevant mission guidance documents;

  • Supports the revision of the Mission Concept, which, building on the vision of the SRSG, translates the mission mandated tasks into a form that fuses objectives and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans as needed;

  • Provides advice to Mission components and the field office substantive sections on development of component-level/ field office annual workplans to ensure coherence with the Mission's overall strategic direction and relevant plans and policies developed for UNSOM;

  • Provides advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices, particularly the revised UN Policy on Integrated Assessment and Planning (IAP); provides recommendations on design of specific planning tools and mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners;

  • With all relevant stakeholders, facilitates the development, revision and implementation of United Nations Sustainable Development Cooperation Framework which also serves as the Integrated Strategic Framework for the Mission to support peace consolidation in the country, including a system for monitoring and evaluation of progress, by conducting conflict analysis and making suggestions on priorities and roles for the United Nations;

  • Identifies and analyses potential issues for a common UN approach through policy, advocacy and/or joint programming efforts and support advancing on initiatives related to UN integration. Develops and maintains productive partnerships with mission components, United Nations Support Office in Somalia, UN Agencies Funds and Programmes members, African Union Transition Mission in Somalia, bilateral and multilateral partners, and relevant government counterparts;

  • Contribute to early transition planning in collaboration with the UN country team and other stakeholders in line with the Secretary-General’s directive on transition;

  • Acts as the Officer in Charge of the Joint/Strategic Planning Unit, in the absence of the Senior Mission Planning Officer and performs other duties as required.

Good knowledge of institutional mandates and policies in the UN system related to special political missions. Knowledge on strategic frameworks, Results Based Budgeting, UN integrated assessment and planning processes, Enterprise Risk Management, Program Criticality and experience in use of Umoja strategic planning applications such as Strategic Management Application or Integrated Planning and Reporting Module. VISION: Identifies strategic issues, opportunities and risks; clearly communicates links between the Organization’s strategy and the work unit’s goals; generates and communicates broad and compelling organizational direction, inspiring others to pursue that same direction; conveys enthusiasm about future possibilities.

Education Advanced university degree (Master's degree or equivalent) social sciences, political science, international relations, economics, development studies, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is an asset.

Work Experience A minimum of seven (7) years of relevant, progressively responsible professional experience, including in political affairs, strategic planning, programme management, policy development, budgeting, monitoring and reporting at a strategic level is required.

Experience in facilitating and coordinating multi-stakeholder planning processes, in emergency, conflict or post-conflict settings is desirable.

At least one year of experience working in one of the above fields in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience in implementing relevant policies, procedures, methodologies and tools, including the Integrated Assessment and Planning policy, country or conflict analysis, results-based budgeting frameworks, risk management, or monitoring and evaluation is desirable.

Experience working directly on UN field operation strategic planning processes is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English [oral and written] is required. Knowledge of another official United Nations language is an advantage.
