  1. Purpose of the Consultancy

To oversee and monitor the implementation of the Mental Health and Psycho-Social Services (MHPSS) project nationally as reflected and in accordance of the PBF project “Improving psychosocial support and mental health care for conflict-affected youth in Somalia: A socially inclusive integrated approach for peacebuilding” and support the ministry of health and academic institutions in system and academic improvements in the areas of mental health and substance use.

  1. Background

As part of the abovementioned project, WHO Somalia will provide MHPSS training at national and support cascade training at state and regional level for healthcare workforce in partnership with the Ministry of Health and the Somali National University.

  1. Work to be performed
  • Provide technical guidance to the Federal Ministry of Health, Department of Mental Health & Substance Abuse in Revising/developing Mental Health Policy and other relevant policy documents.
  • Advocate for, and facilitate trainings related to Quality Rights Initiatives.
  • Support Somali National University and Ministry of Health in implementation of the cascade MHPSS training to state level/field sites.
  • Provide technical expertise to develop and submit at least one grant application to ensure continuity and sustainability of the project.
  • Provide technical guidance in publishing at least two journal articles for WHO Somalia in reputable peer-reviewed journals on mental health.
  • Partner with Somali National University to develop MHPSS Pre-Service Curricula for adoption by universities and medical training colleges in collaboration with the Ministry of Health.
  • Provide mentorship for the trainings across the identified regions for the cascade training and mental health service improvements.
  • Coordinate with the M&E and Research team to ensure quality data collection, report writing and academic journals publications.

  1. Specific requirements

Educational requirements:

  • Essential: Master’s in public health preferably in the area of Mental Health.
  • Desirable: PhD in public health preferably in the area of Mental Health

Experience requirements:

  • Essential: Mental health background; with minimum of 7 to 10 years of relevant experience; provision of MHPSS programming/services preferable to refugees and IDPs; MHPSS training/capacity building; experience working in a humanitarian/emergencies context.
  • Desirable: Academic experience in university teaching, programme and curriculum development.

Language requirements:

  • Fluent in reading, writing, and speaking English

The consultant will be expected to provide a medical certificate of fitness to work

  1. Travel

The selected Consultant may be expected to travel to countries of the Region upon request.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
