OBJECTIVES OF THE PROGRAMME

The Department of Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) hosts the WHO's Global HIV Programme, the Global Hepatitis Programme (GHP) as well as the Global Sexually Transmitted Infections (STIs) Programme. These programmes are guided by the Global Health Sector Strategies on HIV, Viral Hepatitis and Sexually Transmitted Infections (GHSS) 2022-2030 were endorsed by the World Health Assembly in May 2022.

The programmes have the following strategic directions:

  • Deliver people-centered evidenced-based services;
  • Optimise systems, sectors and partnerships for impact;
  • Generate and use data to drive decisions and action;
  • Engage empowered communities andcivil society; and
  • Foster innovations for accelerated action.

The 2022-2030 GHSS's are linked to achieving the goals of the 2016-2030 Agenda for Sustainable Development (or the Sustainable Development Goals), in particular the goals of ending AIDS, tuberculosis and malaria; and achieving universal health coverage and healthy lives and well-being for all at all ages by 2030. The objective of all three Programmes is to lead an effective, organization-wide effort to support Member States in the implementation of the global health sector strategies. The programmes provide technical and strategic leadership and leverages on the capacity of other headquarter departments to contribute to achieve the goals of ending AIDS, viral hepatitis B and C and sexually transmitted infections by 2030. The programme also works closely with WHO Country Offices, through the Regional Offices in order to maximize WHO's impact in the context of the General Programme of Work 13 (GPW13) guided by the “Triple Billion” targets related to universal health coverage, protection from health emergencies, and promotion of better health and well-being for all. The treatment, care and services delivery team of the HHS Department has the general objective to lead the development and provision of updated therapeutic and diagnostic norms and standards, provide technical support to countries and strengthen relevant partnerships to catalyze actions for reducing incidence, mortality and morbidity from HIV, viral hepatitis and sexually transmitted infections, towards the goal of elimination, while improving quality of care within the framework of universal health coverage.

DESCRIPTION OF DUTIES

Under the direction of the Director of the HHS Department and the Unit Head for Treatment, Care and Service Delivery (TAC), the incumbent will be responsible for the following:

  1. Lead the development and dissemination of WHO policies, norms and standards in relation to pediatric and adolescent HIV prevention (post-natal prophylaxis), treatment and care and work together with the relevant viral hepatitis and STI focal points.
  2. Facilitate and maintain collaboration with research networks to shape future research efforts and inform normative guidance.
  3. Lead the Pediatric ARV Drug Optimisation (PADO) portfolio including the Pediatric Antiretroviral Working Group (PAWG) in partnership with IAS CIPHER, PENTA and IMPAACT, and the steering committee of Adolescent HIV Prevention and Treatment Implementation Science Alliance (AHISA).
  4. Provide technical oversight to WHO organization-wide efforts to set the research agenda and monitoring and assess trends of HIV, Viral Hepatitis and STIs in infants and children.
  5. Ensure appropriate technical, normative and programmatic linkages with the broader EMTCT,SRH, MCH, as well as the Science Division (GAPf) to related to pediatrics agenda.
  6. Build and sustain technical and strategic collaboration with other key stakeholders working on pediatric issues with the UN system (UNAIDS, UNICEF), Global Fund, Unitaid and US Government partners as well as with international NGOs and academic partners.
  7. Co-organize the Vatican meetings with updated Action plan tracker; co-chair the Child Survival Working Group (CSWG), lead WHO's support to the broader UN and partner initiative - the “Global Alliance to end AIDS in Children by 2030” and supportthe Adolescent Service Delivery Working group convening in collaboration with others experts in the HHS Department.
  8. Provide technical expertise and capacity building support to WHO regional and country offices (including the WHO selected priority countries) to disseminate and implement new normative guidance and foster south to south learning through sharing of best practices.
  9. Any other tasks as requested by the Unit Head.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced degree in medicine with postgraduate specialization infectious diseases and/or pediatrics. Desirable: Master in Public Health, PhD in Infectious Diseases, Paediatrics

Experience

Essential:

  1. At least 10 years' experience, in a national and international context, in communicable or infectious diseases control, including significant experience in the field of pediatric HIV and STIs or Viral Hepatitis prevention, treatment and care.
  2. Significant hands-on clinical experience in the treatment of HIV infection and opportunistic infections, and supporting development and implementation of health programmes in resource constrained settings.

Desirable:

  1. Proven track record in clinical and operations research and HIV/AIDS related publications in peer reviewed journals.
  2. Experience in the development and implementation of complex international support programmes for HIV treatment and care scale-up in developing countries.

Skills

  1. Thorough knowledge of clinical and public health aspects of paediatric HIV, Viral Hepatitis and STIs treatment and care.
  2. Ability to follow and evaluate global clinical and operational research and translate evidence into public health recommendations in the context of resource constrained settings.
  3. Proven ability to develop and update critical policies and guidelines and to write in a clear and concise manner.
  4. Excellent partnership building skills, tact and diplomacy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5938 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
