DRC is leading the Resilient Youth Socially and Economically Empowered (RYSE) Consortium, aimed to develop and mobilize a dynamic, powerful, multi-stakeholder initiative/eco-system focusing on empowering at displaced and conflict-affected youth to become the much-needed positive change agents. The vision is to develop a flagship model, in which youth, governments, private sector companies as well as investors and civil organizations together educate, embolden and enable youth to fulfil their critical role in a future Syria and Jordan and to pursue their life ambitions. The key target group are Syrian youth who are displaced and living as refugees in Jordan but also vulnerable young Jordanians who have been massively affected by the conflicts in the region.

The MEAL & Information Management specialist will support overall M&E activities with the RYSE Consortium Management Unit (CMU) and partners as needed, and will be responsible for data management and quality control/assurance, data reporting, tool development, IM System support, accountability tracking, and response, and coordination with the partners for the Resilient Youth, Socially and Economically Empowered (RYSE) Consortium.

About the job

The individual will report directly to MEAL Manager – RYSE Consortium. Your main duties and responsibilities will be:

IM system & Data Management and Quality Control

  • Maintain and manage the database of RYSE consortium beneficiaries
  • Ensure data collected is clean, well-organized, easily readable, and usable
  • Ensure information regarding beneficiaries is consolidated in one place (the IM database) and is up-to-date
  • Conduct Monthly Data quality checks and cleaning with partners
  • Automate data tracking processes of (1) identifying missing data, (2) identifying dropouts from the sample (i.e. attrition), and (3) reviewing and correcting data for errors, preferably using statistical software programs like STATA
  • Measuring and reporting results of f output Indicators on monthly basis and as needed
  • Measuring and reporting results of Outcome and Impact indicators (Knowledge, resilience … improvement) Reporting /analysis – Pre and post across the objectives ( every 2 months or as needed)
  • Review and report any issues with the IM system to the IM company on a regular basis and Perform backup operations to correct issues if needed
  • Work closely with the IM Company and partners to resolve the IM System issues
  • Conduct random field spot checks on how data is being collected and entered
  • Collate all registration and surveys from the partner organizations
  • Ensure that consent is properly obtained from all beneficiaries.
  • In line with DRC’s IM SoPs, keep all data protected and confidential
  • Develop visualizations of the data including dashboard using programs like Microsoft PowerBI and Excel

MEL

  • Support improvement of Logframe and MEAL tools ( forms , scales,..etc.)
  • Contribute to survey tool development and digitization in XLSform or other standard formats such as Open-Data Kit (ODK)
  • Develop a process for partners to start reporting on outcome and impact indicators
  • Support MEAL manager on Impact Evaluation, Longitudinal study, and learning briefs– Quantities & Qualitative analysis
  • Modify surveys as needed. Translate or support in the translation of surveys
  • Carry out additional responsibilities and project tasks as assigned by the MEAL Specialist. This involves support developing monitoring and evaluation plans (MEPs), support in developing MEAL tools, and training and coordination with field teams. This may include acting as the temporary MEAL focal point during planned leave.
  • Conducting regular field spot checks to monitor accountability, MEAL and data quality -related issues and responses.
  • Lead the data verification for the reported data from RYSE partners on a monthly basis

Reporting

  • Under the supervision of the MEAL Manager and in collaboration with the RYSE technical teams, ensure that the beneficiaries and other stakeholders have access to timely, relevant and clear information about RYSE and its activities.
  • Create regular (monthly) reports showing partner organizations’ response to reports from stakeholders and collate into a consortium report
  • Conduct monthly Cash PDMs Analysis
  • Contribute to monthly, quarterly, and as needed MEAL reports for the RYSE Consortium
  • Develop regular reports of data missing and/or erroneous data

Accountability Support

  • Support in collating any updates on all partner organizations’ Feedback and Complaint Mechanism (FCM) documents and update RYSE minimum standards process for handling RYSE beneficiaries’ and stakeholders' feedback and complaints.
  • Oversee/monitor the 5 partner organizations’ RYSE-related accountability activities. This involves conducting regular field spot checks to monitor accountability-related issues and responses.
  • Support in ensuring that the 5 partners are following their own Feedback and Complaint Mechanism (FCM) processes to address feedback and complaints that they receive directly. They should also be adhering to the minimum standards set by the Feedback and Complaint Mechanism (FCM) SOPs.
  • Ensure that the 5 partner agencies enter and track all complaints and feedback received through a process agreed upon jointly by partners. Where complaints are received by the RYSE Consortium Management Unit (CMU), enter and track the complaints and feedback directly on the RYSE information management system.
  • Follow-up with partners to ensure that they resolve all complaints in line with their own Feedback and Complaint Mechanism (FCM) and the minimum standards set by the RYSE Feedback and Complaint Mechanism (FCM) SOPs.
  • Support in safeguarding policy investigations that cannot be addressed by partners due to conflict of interest.
  • Conduct regular Feedback and Complaints mechanism (FCM) training for RYSE partners and staff. Potentially also lead safeguarding policy training if needed.
  • Proactively identify accountability-related training needs of RYSE staff and partners and contribute to the development on new training materials as needed.

External and Internal Coordination

  • Represent the RYSE Consortium as the primary accountability focal point for the project.
  • Coordinate with field and MEAL staff from the five RYSE organizational partners on data management, data reporting, tool development, accountability, and IM system issues
  • Participate in UNHCR Hotline Focal Point Working Group or other accountability working groups if needed.

About you

  • BS Degree in business administration, IT, social work, social sciences, humanities or other relevant discipline is required.

Required / Desirable

  • A minimum of four years of experience in working in a relief or development NGO in a similar role. Previous Experience in MEAL,
  • Knowledge of at least one case or information management platform, like Kobo Toolbox or Impact Atlas;
  • Strong knowledge of Microsoft Excel;
  • Basic data analysis, preferably using statistical analysis software like STATA or SPSS
  • Previous experience in accountability.
  • Ability to communicate key information in an easy to understand, informative and collaborative manner.
  • Ability and previous experience using information management systems to enter and monitor accountability or MEAL-related data
  • Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships.
  • Strong organization, planning, and time management skills.
  • Genuine care and respect for needs of others, practically vulnerable populations with strong belief in empowering marginalized and disenfranchised people.
  • High integrity and willingness to conduct her\himself transparently and open to scrutiny.
  • Fluent in written and spoken Arabic
  • Fluency in written and spoken English
