Job Description

COUNTRY BACKG****ROUND :The humanitarian situation in Libya has deteriorated since the 2011 revolution. According to the United Nations 2021 Humanitarian Needs Overview (HNO), 1.3 million people require lifesaving humanitarian assistance and protection, including an estimated 173,000 internally displaced persons (IDPs), 348,000 migrants, refugees and asylum seekers, and 502,000 vulnerable host community. The IRC’s programmatic response in Libya has evolved since 2016 from an emergency effort to fill gaps in the state’s primary health care system to a more comprehensive program balancing direct service delivery with developmental approaches aimed at strengthening Libya’s public health system. The IRC has also launched a robust protection program centered in Women’s Protection and Empowerment, Rule of Law, and Child Protection, both through an integrated approach with health and also in stand-alone programming. The IRC has rolled out a ground-breaking Governance project, designed to guide young people in their effort to reduce violence, strengthen productive youth social networks, and promote civic participation in three cities in Western Libya. IRC Libya recently expands its health systems strengthening program in Southern and Easter Libya.

Job overview: Reporting to and technically supported by the Senior MEAL Officer, the MEAL Assistant will participate in a wide range of data collection activities and contribute to strengthened monitoring efforts of IRC programs with the aim of optimizing monitoring, evaluation, accountability, and learning capacities of the IRC mission in Libya to ensure high-quality programming for our clients and support the global ambitions of IRC Strategy 100. The MEAL Assistant oversees the implementation MEAL activities in Sabha, Brak and other location of IRC implemented activities in South Libya.

RESPONSIBILITIES Monitoring Activities: Collaborate with program to ensure routine data collection as per the MEAL workplan; Support the field organization of data collection for need assessments, baseline and end- line assessments, client satisfaction survey, post distribution monitoring and observations using various data collection methods including questionnaires, structure and unstructured interviews, key informant interview and focused group discussions. Support information dissemination and promotion of IRC Libya client feedback mechanism and assistants’ clients to effectively utilize feedback channels; Perform initial data review for health and protection interventions in Sabha, Brak and other locations in South Libya. Input and maintain up-to-date monitoring and client databases. Conduct regular visits to project implementation sites in Tripoli for data collection, observations and spot checks. Produce simple reports; Other related duties as assigned. Key working relationships: Position reports to: Senior MEAL Officer Position directly supervises: Non Other Internal and/or external contacts: Internal:Program Officers, Assistants, HR, Field Coordinator External: IRC current and potential clients.

Qualifications

Requirements Apply knowledge of procedures and systems to perform the requirements of the job; skills and knowledge typically acquired through a combination of job-related training, some on-the-job experience and some formal education including: A University degree or Diploma in a relevant field (such as social science, ICT, computer science etc.) A minimum 1 year of working experience in Monitoring, Evaluation, Accountability and Learning-related functions. Ability to undertake MEAL activities based on guidance from the supervisor; Possess a basic understanding of Monitoring and client feedback mechanisms and functions; Experience and/or coursework in monitoring & evaluation research methods, and quantitative and qualitative analysis is a plus; Experience working with communities, youth and adults of diverse backgrounds; Good written and verbal communication skills; Fluent in Microsoft Office applications, especially Excel and Word; Willingness to travel to various regional and field-level offices Language Fluency in English and Arabic required
