Organizational Setting

FAO is a partner agency of the Global Environment Facility (GEF), to address the world’s most challenging environmental issues related to biodiversity, climate change, land degradation, chemicals, and international waters. GEF provides grants to countries to meet these challenges whilst contributing to key development goals, such as food security. In this context, FAO India is currently initiating the implementation of the “Promotion of Sustainable Food Systems in India through Transforming Rice-Wheat Systems in Punjab, Haryana, Odisha and Chhattisgarh” Project under the GEF -7 cycle. This five-year project will focus on four states (Punjab, Haryana, Chhattisgarh and Odisha). The project will: 1) result in major global environmental benefits in terms of reduced land degradation, biodiversity loss and greenhouse gas emissions; 2) provide the country with win-win benefits in terms of improvements in the environmental sustainability of food systems and the income and resilience of farmers, and; 3) generate additional benefits for other food system stakeholders such as improved access to safe and healthy food and to employment opportunities.

Reporting Lines

Under the supervision of the FAO Representative in India (FAOR), and direct supervision of Project Coordinator, the MEAL and Communication Specialist will undertake the following duties

Technical Focus

Expertise in Monitoring and Evaluation and Communication.

Tasks and responsibilities

The incumbent will undertake the following duties:

• Knowledge and Communications Management

- Document and disseminate lessons learnt, including case studies (both project and other relevant experiences) and findings from Green landscape impact, monitoring, and lessons captured will be shared - Prepare periodic updates to NTC members on project progress in the Green Landscape within the state - Facilitate knowledge sharing at the national level, between project states, and with other stakeholders nationally and internationally through dissemination of information using existing government portals as well as through organization of special seminars, workshops, events, and audio-visual material - Coordinate publication of relevant posters, articles, and reports in English and respective state languages - Liaise with the Office of Communication (OCC) will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes.

• Monitoring and Evaluation

- Provide technical support for the ToRs, design and completion of internal studies taken up by the project NPMU and support the states for M&E issues - Facilitate and support impact evaluation / assessment studies, thematic studies, process monitoring studies and such other studies commissioned by the project and undertake review of the reports of studies and provide comments as necessary. - Coordinate with MIS unit to identify and use appropriate indicators that capture the progress of the project in different states. - Advice and support the states in the preparation of Annual Action Plans. - Provide technical support and advice to the state Missions in the conduct of impact evaluation / assessment studies, thematic studies, process monitoring, community monitoring and MIS-based progress monitoring. - Provide M&E related advice and support to other thematic units in the project NPMU

• Any other work assigned by PD/ AFAOR

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Master’s Degree in Communication Management, Monitoring and Evaluation, Project Management and related field. • 8 years of relevant experience in field of communication and M&E with responsibilities as described above. • Working knowledge of English (both written and spoken). • National of India.
