Work Location Home-based

Expected duration 4.5 months

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The assignment is located in the Ecosystems Integration Branch in the Secretariat of the Coordinating Body on the Seas of East Asia (COBSEA) in Bangkok, Thailand.

COBSEA is a regional intergovernmental mechanism and one of 18 Regional Seas programmes. It is the decision-making body for the East Asian Seas Action Plan, bringing together nine countries – Cambodia, China, Indonesia, Republic of Korea, Malaysia, the Philippines, Thailand, Singapore and Viet Nam – in protection and sustainable development of the marine and coastal environment. The COBSEA Secretariat is hosted by Thailand and administered by UNEP. The Twenty-fourth Intergovernmental Meeting of COBSEA (IGM 24) adopted the 2019 Regional Action Plan on Marine Litter (RAP MALI) to guide regionally coherent action to reduce and prevent marine litter from land-based and sea-based sources, strengthen monitoring and assessment, and create an enabling framework for implementation. The COBSEA Working Group on Marine Litter (WGML) provides guidance on implementation of the RAP MALI and develops respective biennial workplans. COBSEA is developing the East Asian Seas Regional Node of the Global Partnership on Marine Litter (GPML) as a knowledge hub on marine litter.

In line with the RAP MALI biennial workplan, COBSEA is developing activities in the East Asian Seas to prevent and improve the recovery of ghost gear. The project will follow internationally established guidelines, such as the FAO Voluntary Guidelines for the Marking of Fishing Gear, and will leverage COBSEA regional mechanisms for coordinated action, such as the Working Group on Marine Litter (WGML) and Regional Node. The project aims to replicate good practices at local level to demonstrate fisheries management and incentivize upscaling, with a focus on engagement of local coastal communities and sustainable business models for recycling of ghost gear with local companies. It also aims to host a Regional capacity building event for national Ministries of Fisheries and the Environment and relevant municipal/local authorities and fisheries representatives on gear marking toward a regionally coherent approach that is appropriate for national capacities and needs

The consultant will provide drafts of all deliverables for review, and final versions where all comments and inputs are incorporated, based on work plan agreed by the COBSEA Secretariat and relevant partners.
