OBJECTIVES OF THE PROGRAMME

1. Design, implement and manage computer-based applications including health information systems, database management, health on the internet, at the regional office and country offices and member states including human resources development, provision of ICT infrastructure, needs assessment, networking and resources sharing and application management and engineering.

2. Coordinate the design, development and formulation of policies and work of the Regional Office for application of information technology in healthcare delivery

3. Advise senior management on the ICT regional strategy.

4. Design and implement policies and plans of action for improving the technology infrastructure in the Regional Office and country offices.

DESCRIPTION OF DUTIES

1) Lead and manage the ICT regional strategy and direct, design and implement policies and plans of actions for improving the technology infrastructure in the Regional Office and Country Offices.

2) Coordinate electronic data and document management services and systems across the regional office and work with EMRO divisions, units and field offices to ensure implementation of an integrated approach for computerized workflow.

3) Guide Member States in the use of information technology for health applications, including database development for electronic health records, health information systems, Internet and Intranet resources, decision support systems and electronic libraries, and extend this support to government and non-governmental organizations, academic research institutions and other regional organizations.

4) Lead programs to develop national and regional capacity in health information technology and telecommunication.

5) Coordinate ICT security and emergency functions in the region.

6) Provide professional services required to develop, maintain and administrator EMRO computer applications which includes system analysis and support, application architecture and engineering, database administration.

7) Direct an interdisciplinary team providing front “office services, including support to desktop users, video conferencing services, IT training, and maintain end-user devices. Also, ensure integrity of ICT environment focusing on back office functions such as LAN, email service,security and disaster recovery.

8) Management of the unit's budget including the preparation of cost estimates for equipment, staffing, spare parts, supplies and operating costs/services.

REQUIRED QUALIFICATIONS

Education

  • Master's degree in computer engineering, electronics and telecommunication or information technology required.
  • Additional certification and courses in information systems,management and telecommunication as part of continuous learning is desirable.

Experience

  • ### At least 10 years total of progressively responsible professional experience in ICT management, implementing complex IT systems and services,systems development, IT infrastructure administration and IT security, out of which at least five years at the international level.
  • ### Broad experience in WHO or the UN system desirable.
  • ### Experience of working in developing countries. Experience in the management of bilateral or international agreements

Skills

  • Demonstrated managerial, supervisory and leadership skills.
  • Extensive knowledge of the principles, theories, practices and techniques for managing activities relating to planning, managing and implementing IT systems and services.
  • Knowledge across multiple technical areas such as IT administration, system analysis/development methods, databases, IT infrastructure management, IT security and business process analysis.
  • Ability to plan and coordinate a wide variety of activities across multiple ICT areas.
  • Good inter-personal skills, staff management, motivation and conflict resolution skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2568 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
