Purpose of the Job: The Logistics Specialist (Global Hub Management) is to be used in the UNICEF Supply Division where the role is part of a Warehouse and Inventory Management Centre.

The Logistics Specialist (Global Hub Management) reports to the Warehouse Manager as per the Supply Division’s Warehouse and Inventory Management Centre (WIMC) set-up and is responsible for the operations of the global hubs, established to ensure uninterrupted access to strategic supplies for children, all around the world. Management of the global hubs include planning of stocks, contracting (where hub is contracted to third parity logistics providers), warehousing and warehouse operations, bundling of supplies, picking, packing and dispatch of stocks, monitoring of stocks and periodic and annual physical counts, contracts management for hub/warehousing contracts, partner-relations management for hubs operated with support from partners. The incumbent supports management collaboration with different procurement centers and UNICEF countries offices with an aim to ensure that programmatic needs are met towards achieving results for children. Furthermore, the incumbent of the post provides technical and advisory support to the Center management as well as regional and CO colleagues related to optimal planning and utilization of stocks in the global hubs.

Global hubs’ operation

  • Participate in development of the annual workplan related to global hub management; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.
  • Ensure smooth operations of the global hubs and ensure operational guidelines and SOPs are up to date and complied with.
  • In consultation with supervisor, ensure establishment and maintenance of operational capacity to handle global hubs.
  • In close collaboration with the supervisor, prepares and implements scheduled and ad hoc physical count of inventory in the global hubs.
  • Ensures implementation of appropriate and efficient warehouse and management systems.

Supply Chain Service Delivery and Emergency Response

  • Analyze global hubs’ expenditure and develop warehouse strategies based on throughput, demand and stock availability. In close collaboration with the Plan and Source team in the WIMC monitors stocks with expiry dates.
  • Analyze supply dashboards, monitor implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children.
  • Ensure an emergency supply and logistics preparedness action plan for the CO is established in line with Core Commitments for Children in Humanitarian Action (CCC).

Collaboration with internal and external stakeholders

  • In collaboration with supervisor, develop close collaboration with partners providing support with storage space and warehouse management services for the global hubs, towards strategic and efficient global hub management for delivery of results for children.
  • Provide relevant input to donor dialogue, and support development of global hub components of proposals to donors including budgeting and use of innovative approaches.
  • Support assessment of the vendors providing storage and storage-related services for the hubs.
  • Participate in emergency coordination, implementation and monitoring meetings with internal and external partners and establish close collaboration with respective centers in SD.
  • In collaboration with supervisor, establish strong working relations with Regional Chiefs of Supply/Regional Chief of Operations, as well as respective centers at the Supply Division, to align with global and regional approaches and initiatives in supply chain management.

Technical and advisory support on global hubs operations

  • Promote supply chain optimization initiatives with focus on warehouse and inventory management, to ensure efficient and effective supply chains for children.
  • Provide input to capacity development initiatives in the area of warehouse and inventory management.
  • Draft SOPs for global hub operations and provide input to warehouse-related policies, procedures and guidelines.

Education:

An advanced university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field, or relevant first-level university degree (Bachelor’s) in conjunction with a valid relevant professional certification.

*A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven (7) years of relevant work experience in supply, logistics, procurement, contracting, administration and/or other directly-related technical field, may be taken in lieu of an advanced university degree.

Experience:

Required:

  • A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics in general and warehouse and inventory management in particular, procurement, contracting, administration and/or other directly related technical fields.
  • Understanding of development and humanitarian work.
  • Experience in Global hubs’ operation, including technical and advisory support.
  • Experience in Supply Chain service delivery and emergency response.
  • Experience collaborating with internal and external stakeholders.
  • Fluency in English.

Desired:

  • Health supply chain management experience is an advantage.
  • Knowledge of additional UN languages (French, Spanish, Russian, Chinese, Arabic), or local language of the duty station is an asset.
