ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

To contribute to daily planning and coordination of WFP logistics operations including monitoring of services provided by contracted external organizations to ensure cost-effective operations and that set objectives are achieved in full.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Participate in the review, development and implementation of procedures and internal controls processes for logistics operations ensuring that objectives are achieved in compliance with functional strategies, policies and plans.
  2. Plan, manage and coordinate logistics transport operation to efficiently and timely meet all programme Unit requirements.
  3. Plan and Manage WFP milling operation with AOs as well as the related Q&Q services.
  4. Collate data and contribute to preparation of accurate, complex and timely reporting, supporting WFP wide view of supply chain/logistics activities that enables informed decision making and consistency of information presented to stakeholders.
  5. Contribute to effective transporters performance management by develop a structure in Operations Country Office to manage the contracted performance contracted transporters for both qualitative and quantities KPIs using DOTs platform.
  6. Prepare and develop operational reports, SoPs, NFRs, SITREPs, guidance notes and analytical reports as required.
  7. Support logistics operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  8. Contribute to planning, preparing and executing contingency plans and provide support for quick emergency response to deploy food and resources at the onset of the crisis.
  9. Guide and provide technical support for staff, acting as a point of referral and supporting them with analysis and queries. Identify and address required staff building capacity.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

Typically 3-5 years or more of postgraduate professional experience in a relevant field of work, specifically in logistics management, with a background and interest in international humanitarian development

Language

Fluency in spoken and written English is required.

DESIRED EXPERIENCE FOR ENTRY INTO THE ROLE:

  • Experience in commercial or humanitarian transportation sectors
  • Experience monitoring and reporting on transport and freight market conditions and trends
  • Experience in dealing with shipments and clearing imports/exports with customs officials
  • Experience coordinating procurement and transportation processes with other units/ teams.
  • Experience in warehouse and commodity management.
  • Experience working with corporate systems (databases, software).
