Background

The Level 3 Scale-up for Ukraine was activated effective 5 March 2022, for an initial period of six months. With the activation of the procedure, UNICEF has adopted a no-regrets approach in view of the complex situation and increasing humanitarian needs, to ensure that UNICEF continues to provide life-saving response for the children and women in Ukraine in line with the CCCs.

The recent escalation in the armed conflict in Ukraine poses an immediate threat to the lives and wellbeing of the country’s 7.5 million children. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over one million forced to flee the country in search of safety – the majority are women and children.

UNICEF’s humanitarian programme and emergency response in Ukraine gives special attention to disadvantaged and vulnerable groups and seeks to close the gap in access to essential services between urban and rural areas. The programme seeks to strengthen delivery of health, nutrition and other essential services to improve children’s health and to protect and promote their rights.

UNICEF has recently signed an Agreement with the Global Fund to Fight Aids, TB and Malaria, as the Principal Recipient of the Global Fund Emergency Grant in Ukraine for HIV and TB. This agreement supplements the support provided under the Global Fund National Grant.

The post is currently based in Lviv however but based on the evolution of the situation in the country the staff member will be expected to move to a different location within Ukraine.

How can you make a difference?

  • Implement the annual work plan for the GF Supply team; based on team priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.

  • Coordinate the overall supply chain pipeline information including warehouse stock and goods in transit.

  • Support the UNICEF Country Office and national and regional counterparts in the development, implementation and monitoring of the procurement and distribution plans.
  • Ensure adequate quantification process and results at different level of the distribution chain as well as monitoring quantification of all grant-related health products (with a focus on HIV and TB medicines and diagnostics and other commodities)
  • Monitor local counterpart (local supply chain) management grant-related commodities distribution
  • Ensure quality assurance of grant-related health commodities throughout the supply chain including storage at the various stages (Regional and Oblast)
  • In close collaboration with wider stakeholders (including the Global Grant Principal Recipients), government counterparts and partners working on the supply and distribution of commodities, ensure the key requirements of the supply chain: Inventory Management Practices; Management Information System; (including SOP and necessary tools); distribution logistics; report on consumption and commodity management indicators
  • In coordination with the HIV and TB Specialist, assess the current supply chain for GF emergency grant related commodity and identify ways for improvement
  • In collaboration with HIV and TB Specialist, ensure the adequate forecasting for HIV and TB medicines, diagnostics and other programme specific related commodities
  • Coordinate with local counterparts the development of the adequate technical specifications in accordance with WHO guidelines
  • Adapt, where necessary, the monitoring and updating of the procurement plan in coordination with programme and supply sections
  • Serve as regional logistics focal point for the UNICEF Country Office team, for the 3 PRs (Public Health Center,100% Life, Alliance), WHO, PEPFAR and government counterparts
  • Ensure partners coordination and play a key role in providing clear information on pipeline stocks for HIV, TB and other essential medicines under the GF emergency grant
  • Ensure coordination of all PSM-related activities with overall grant activities
  • Work in close collaboration with the 3PRs (Public Health Center,100% Life, Alliance), WHO and PEPFAR on all product specifications and quantifications
  • Coordinate the monitoring and reporting of PSM-related activities with 3PRs (Public Health Center,100% Life, Alliance), WHO and PEPFAR WHO (SR), local counterpart and UNICEF/GF teams
  • Ensure strict compliance with all UNICEF quality assurance processes and procedures
  • Ensure the implementation of Quality control procedures as per GF grant requirements for medicines and diagnostic commodities procured under the grant.
  • Work with in-country partners to address any emerging quality assurance issues arising through unplanned events

To qualify as an advocate for every child you will have…

  • A university degree in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health, or Pharmaceutical Management, Public Health or relevant technical field.
  • Minimum of two (2) years of relevant professional work experience in pharmaceutical system, supply, logistics, procurement, contracting including with HIV and TB-related drugs
  • Experience with Global Fund is an asset.
  • Quality assurance and quality control systems as related to commodities and logistics is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset

This position is based in Lviv and the incumbent will be expected to work on-site. However, depending on the security conditions and advisory, s/he will be required to relocated within Ukraine.
