ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices. Job holders report to a Logistics Officer, Head of Unit or the designate. At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.

JOB PURPOSE

Due to the current complex security situation in Afghanistan and the ongoing expansion of WFP humanitarian response, there is a need to maintain a longer term capacity in Logistics Operations for the planning of transport activities and for the provision of operational support to the field offices as well as coordination with millers and Q&Q service providers, in CO. In addition, maintaining good capacity for communication of logistics operations with internal and external counterparts is very vital to the logistics operations functions.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.
  2. Coordinate and liaise with internal and external stakeholders in CO and the AOs to support Transport logistics operations management and contribute to effective service delivery.
  3. Effectively contribute to managing transporters execution of the transport contract activities including performance monitoring and measurement, supported by analysis and recommendations.
  4. Manage complex operational issues and provide solutions/ recommendations related to all transport modalities, and milling activities using initiative and following processes, to ensure the provision of timely resolutions with excellent client service mind-set.
  5. Prepare monthly transport plan to timely realize PU monthly food delivery requirements and maintain close coordination with fleet focal points for maximized utilization of WFP fleet trucks.
  6. Plan daily transport plan monitoring update and provide/recommendations/insights to ensure deliveries are achieved as planned.
  7. Plan timely uplifting of all locally purchased food and maintain effective coordination with procurement regarding the same.
  8. Establish a monthly milling utilization Plan for food dispatches based on transport and downstream allocations, programme unit priorities, and in consultation with WFP Field Offices.
  9. Prepare and manage Milling Work Orders and Q&Q call-offs and maintain digital records of the same. Coordinate with the millers and appointed millers on the same.
  10. Maintain close coordination with FSQ focal points for all milling and Q&Q operations.
  11. Create all POs related the milling and Q&Q operations and maintain and Perform monthly closure exercise for all milling and Q&Q logistics operation open items in WINGs
  12. Contribute to research, collect data and conduct analysis to produce comprehensive reports (e.g. financial closure, NFRs, LCCs and transport performance) providing insight and recommendations that enable informed decision-making.
  13. Coordinate and liaise with internal and external stakeholders to support transport logistics operations management and strengthen partnerships on humanitarian supply chain.
  14. Manage a team of staff providing technical advice, coaching, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
  15. Perform other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of undergraduate degree in Business Administration, Logistics or any other related field.

Experience: Three or more years of relevant experience in Logistics.

Language: General Service: Fluency (level C) in English language. Fluency in the local languages (Dari and Pashto).

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock. • Experience in administering third party service providers’ contracts. • Experience in compiling contract documentation. • Experience in contract execution. • Experience in budget monitoring and reporting.
