WFP Tanzania operates own grain milling plant located at Kizota area in Dodoma for its local and regional humanitarian programme.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education, supplemented by vocational training programme in mechanical service technology. A post-secondary certificate in the related functional area is desirable. Knowledge and skills for mechanical engineering is a must. Degree in mechanical engineering is an advantage/plus for this position. Also, knowledge of old milling machines. Language: Fluency in English and Swahili languages.

ORGANIZATIONAL CONTEXT

Under the direct supervision of the Senior Logistics Associate and the overall management of the Head of Dodoma Sub Office, the incumbent is expected to demonstrate responsibility and initiative to respond independently to technical queries with only general guidance for all assistance modalities for both WFP and logistics common services. The incumbent is also expected to use judgment in dealing with unforeseen problems related to milling operations on a daily basis. Job holders typically manage a small team operating the milling plant, supervising and coaching staff.

JOB PURPOSE

To provide specialized support functions and/or supervise staff performing standard milling operations, logistics/supply chain processes and activities to enable effective delivery of humanitarian food and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Manage and oversee milling operation and ensure food is timely available for dispatch as per call forward while ensuring all machines, generator and electrical equipment are always in good running condition.

2. Coordinate with food technologist and ensure fortification is done properly and all standards are observed by the milling team.

3. Identify and liaise with the technical team outside WFP for a quick technical support when need arise.

4. Coordinate with other team members and ensure casual laborers are properly guided as per Tanzania Bureau of Standards (TBS) guidelines and provide required support on safety measures and hygiene guidelines.

5. Provide and maintain analytical monthly operational report and share any changes on the operational cost from previous month.

6. Prepare monthly expenditure reports on electricity, fuel, lubricants, labour, and spares parts used during the month and provide an explanation for any changes from the previous month.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least five years of progressively responsible experience in in handling grain milling operations with medium or above plants capacity including maintenance and repair of medium milling machines, generators and other related equipment.
