WFP Sudan has the potential to reach millions of food insecure people across Sudan – with a total of 7.8 million people assisted in 2020, WFP Sudan, one of the largest and complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

JOB PURPOSE

To support the WFP Sudan operations in ensuing effective management and monitoring of Food Transfer Costs (FTC).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Offers technical support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
  2. Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
  3. Supports the National Logistics Officer in preparation of Food Transfer Costs (FTC) matrices and application of correct rates in operations activities
  4. Manage and monitor FTC funds in WINGS.
  5. Collect the forecast of commitments from all units, offices and corridors that utilize FTC funds. Based on these forecasts, issue fund reservations to cover the month’s commitments.
  6. Monitor the utilization of FRs to compare the plan against utilization. Carry forward all unutilized funds to the next month with a top up to cover the new month’s commitments.
  7. Ensure that funds are available for PO creation of all Logistics services i.e. Transport, port operations, warehouse operations etc.
  8. Prepares and provides charge codes for travel, payroll and other FTC related activities.
  9. Ensure that the Logistics charge codes, vendor, quantity and contract rate are recorded accurately in the corporate information systems
  10. Closes off all open purchase orders to enable proper system funds analysis.
  11. Timely communicate any fund deficit in order to increase the Funds Reservation value.
  12. Support reconciliation of funds management data in country office and corporate systems to determine validity, ensure accuracy, and make follow-ups accordingly.
  13. Prepare quarterly logistics cash forecast
  14. Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.
  15. Performs any other duties as deemed necessary.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in logistics, finance or other related functional area is desirable.

Experience: Four years of progressively work experience including at least two years in the field of accounting, transport, insurance, statistics, supply chain management and logistics operations.

Language: Fluency in both English and Arabic.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience analysing data (on commodities, funds, etc.) and drafting reports.
  • Experience in measuring service providers’ performance against set KPIs.
  • Experience in providing technical business support in corporate systems
