ORGANIZATIONAL CONTEXT

Job holders have wide responsibilities and make significant contributions to ensure effective logistics capacity is available at CPs. He/She shall provide guidance to CPs, Field Offices and relevant programme units, and follow-up on actions.

Logistics Associate will work in the Logistics unit in Supply Chain and in collaboration with the other units of WFP Syria.

This post is based in Syria CO in Damascus and follow under the direct supervision of the Logistics Officer (Warehouse) in CO.

JOB PURPOSE

To provide specialized support function performing standard logistics/supply chain processes and activities, focusing on building cooperating partners capacity in logistics and supply chain to enable and enhance effective delivery of goods and services for all delivery modalities.

Job holder is responsible for partnering with the key supply chain, programme and M&E functions units to ensure an integrated supply chain approach to improve the traceability of food assistance to beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Logistics Associate will be responsible for the following duties:

1. Support in preparation and implementation of CP Capacity strengthening strategy. 2. Prepare, monitor and revise budget for capacity building activities, ensuring adherence to relevant procedures and in compliance with corporate standards, in close coordination of SC Funds Management and Programme Team. 3. Conduct regular visits to CP warehouses countrywide and provide technical support and guidance to logistics staff on best practices in relation to handling, storage, pest control, fumigation, reconditioning, packaging, and disposal. 4. Monitor CP inventory management processes to track trends and account for the inventory status from source to beneficiary. 5. Support the capacity building in coordination with Field Offices, of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials) and follow-ups. 6. Prepare and maintain an updated list of CP Warehouse locations and location maps. 7. Support all the programme interventions and relevant technical teams in the country office in providing logistics support. 8. Keep track of all NFIs donated or loaned to CPs and work with admin to update the list of items donated in GEMs. 9. Manage documentation processing for execution of logistics operations (e.g. donation forms), take appropriate actions to resolve operational issues escalating complex issues to the supervisor. 10. Identify, resolve and/or provide recommendations on specialised queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set. 11. Work closely with LESS team in supporting the implementation of the last-mile delivery system and assist in the preparation of reports related CP capacity. 12. Work closely with LESS and COMET team in extracting of information from COMET in building the full supply chain visibility to the final distribution. 13. Establish standard operating procedures, protocols and tools that maintain, monitor and verify food supply chain up to the final distribution. 14. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery. 15. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities. 16. Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies. 17. Perform any other duties incidental to the above, as required

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area, with additional years of related work experience and/or training/courses.

Experience: At least five years of experience in logistics, supply chain, warehousing, monitoring & evaluation and management of food. Language: Fluency in both oral and written communication in Arabic and English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, food stock, and distribution records. • Experience analysing data (on commodities, funds, etc.) and drafting reports. • Experience in measuring service providers or partners’ performance against set KPIs.
