In 2019, WFP is scaling up its Yemen operations aiming to provide 12 million people with monthly food assistance through direct food distributions, vouchers or cash and nutritional support to nearly 3 million pregnant and nursing women and children under 5.

ORGANIZATIONAL CONTEXT

This position is based in WFP Aden Area office. The holder will report to the designate supervisor or OIC. At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES

  1. Establish a proper transport plan as per the approved food releases orders (FRNs) aiming to the efficient realization of those food requests with the competent contracted transporters.
  2. Establish the necessary Transport documents for outbound cargo from WFP warehouse in compliance to the food release notes ensuring accurate details are reflected.
  3. Perform transport tasks in the corporate commodity tracking systems as required.
  4. Monitor the transport loading orders and the performance of the warehouse operator/local carriers.Keep tracking records of all outgoing consignment from warehouse.
  5. Support operational pipeline analyses, assessments and operational planning for all delivery modalities.
  6. Communicate effectively with the service providers in order to ensure the timely and efficient delivery of WFP humanitarian consignments.
  7. Participate effectively in the transport market research and the related information gathering activities in addition to the service providers’ evaluation tasks in order to realize the timely and cost-effective delivery of WFP cargos.

8. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.

9. Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.

10. Support oversight for commodity accounting data quality and integrity by ensuring that monthly physical inventory of all food/NFIs conducted, reports submitted, filled and consolidated regularly on time.

11. Liaise with internal and limited number of external stakeholders to support efficient logistics operations management.

12. Support monitoring condition of the warehouse and commodities so that appropriate actions are taken on time and timely dispatch and delivery are met.

13. Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.

14. Prepare the daily dispatch report and send to all concerned parties on a daily basis.

15. Perform other related duties as required

STANDARD MINIMUM QUALIFICATIONS

  • 4 or more years of relevant work experience;
  • Completion of secondary school education;
  • Fluency in English (level C written and spoken);
  • Fluency in Arabic (level C written and spoken), and
  • Either a Yemeni citizen or a foreign citizen with permanent Yemeni work/residence permit.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience in transport operations.
  • Experience analysing data (on commodities, funds, etc.) and drafting reports.
  • Experience in measuring service providers’ performance against set KPIs.
  • Experience in assisting the preparation of contract documentation.
  • Experience in providing technical business support in corporate systems.
