Role

In NORCAP, we work for increased participation and decision making by local and national stakeholders to improve the quality and impact of support by humanitarian, development and peacebuilding partners to people at risk.

As the Thematic Manager for Localisation, you will lead NORCAP’s work within the area of localisation and be responsible for developing and delivering results in accordance with the NORCAP strategy. You will build on NORCAP’s expertise in strengthening the capacity of UN agencies and civil society across areas and national governments, and work to ensure that NORCAP is a relevant and influential actor in advancing the localisation agenda.

You will work within the team structure in the department. This includes being part of and coordinate relevant teams with collective responsibilities for delivering on projects and developing strategic plans and defining ways forward, as defined in team mandates and social contracts.

Responsibilities:

  • Accountable for delivering results within relevant area in accordance with relevant strategic plans, grant agreements, result frameworks and budgets
  • Provide thematic management, guidance, coordination and technical support to NORCAP’s strategy, programmes/projects, and advocacy efforts within thematic area.
  • Develop and implement strategic plan for the relevant thematic area.
  • Represent the project according to needs, in relevant fora and vis-à-vis international, regional and national donors, partners and stakeholders.
  • Responsible for thematic content to donor proposals, budgets, and reports, in collaboration with Project Manager.
  • Ensure synergies between the area of responsibility and other relevant thematic areas in NORCAP.
  • Facilitate and promote best practices and learning across the department
  • Compliance with all NRC and NORCAP’s policies, procedures, and branding

What you will bring

  • Minimum of 5 years of relevant experience within the humanitarian, development, or peacebuilding sectors and demonstrated professional knowledge at policy and operational level
  • Master’s degree or equivalent (including proven work experience and skills).
  • Documented results within developing and leading programs relevant to the localisation agenda
  • Experience from strategy work, fundraising, project management and advocacy
  • Demonstrated professional experience in maintaining and developing partner and donor relations
  • Experience with personnel administration, preferably from international work
  • Good interpersonal and communication skills
  • Documented results related to the position’s responsibilities.
  • Fluency and proficient writing skills in English
