Result of Service The consultant will:

a) Provide ongoing written and oral reporting to the ROEA Head of Criminal Justice. b) Provide monthly written reports to the ROEA Head of Criminal Justice detailing work undertaken within the month. c) Prepare and provide a comprehensive and outcome final report on the consultancy. The report is to be submitted within three (3) days prior to the end of the contract.

Proposed Travels 25 July – 23 December 2022; Local travels within Nairobi, Naivasha, Nakuru, Eldoret, Kakamega, Kisumu, Isiolo, Marsabit, Nanyuki, Lamu and Mombasa, Kenya as need arises

Duties and Responsibilities 1. Background of the assignment:

As the global guardian of the UN Standards and Norms in Crime Prevention and Criminal Justice, UNODC is mandated to support Member States in upholding the Rule of Law, promoting crime prevention and effective, fair, humane, and accountable criminal justice systems in line with the United Nations standards and norms on crime prevention and criminal justice and other relevant international legal instruments.

In line with this mandate, UNODC’s project titled “Strengthening the Administration of Justice and operationalizing alternatives to imprisonment in Kenya” aims to support to the Government of Kenya (GoK) to strengthen efficiency in delivery of judicial services, enhance coordination within the criminal justice sector and widen the use and application of alternatives to imprisonment.

The Project is designed to implement the following Outcomes of the EU Programme for Legal Aid and Empowerment in Kenya (PLEAD).

Outcome 1- Access to Legal Aid and assistance is implemented by the Department of Justice and UNDP. Outcome 2- Court administration and case management are strengthened Outcome 3 – Quality and efficiency are increased in the criminal justice system Outcome 4 – Coherence, cooperation and collaboration within the justice sector are improved

The project targets 12 focal counties which include the five largest urban centres (Kisumu, Nairobi, Mombasa, Uasin Gishu and Nakuru) and seven counties of the most marginalized area (Wajir, Mandera, Lamu, Tana River, Marsabit, Isiolo and Garissa) of Kenya.

The overall objective of the project is to reinforce the ability of the justice sector to address and redress economic and political grievances in the 12 focal counties, thus strengthening the legitimacy of the rule of law in Kenya.

2. Purpose of the assignment:

The purpose of the consultancy is to assist in the coordination of functions and activities outlined in the PLEAD Project (KENW58).

3. Specific Tasks to be performed by the consultant:

The Consultant will work under the overall supervision of the UNODC Regional Representative for Eastern Africa and the direct supervision of the UNODC ROEA Head of Criminal Justice Programme, and in close technical cooperation with the Associate Programme Officers under the Criminal Justice Programme in ROEA.

The consultant will work as an embedded consultant with the National Council on the Administration of Justice (NCAJ) Secretariat and work closely with the Judiciary of Kenya, the donor (European Union) and UNODC (Headquarters and ROEA) in performing the following substantive duties and responsibilities:

a) Assist UNODC ROEA with the implementation of the PLEAD project 2022 workplan including on harmonization and tracking of implementation progress. b) Support the design of project implementation at sub-activity level including through research on and analysis on proposed interventions (sub-activities) in line with the Project Document Work-plan. c) Technical support to the Judiciary to develop: i. State of Judiciary and the Administration of Justice Report. ii. Support coordination of Judiciary activities in harmonizing workplans, budgets and activities.

d) As an embedded consultant at the NCAJ Secretariat, provide technical support in coordinating NCAJ members in harmonizing workplans, budgets and activities such as: i. Offer technical support to the newly constituted ICT Committee, Anti Corruption and Traffic Committee to ensure that their activities as per their workplan are fully implemented. ii. Technical support to the NCAJ Ad Hoc Committee on Elections especially on interagency collaboration on training iii. Technical support to the National Committee on Community Service Order programme especially on prisons' decongestion exercise iv. Technical support to the NCAJ to develop their Inaugural Report on the Administration of Justice Report e) Prepare operational guidelines, as and when required, for enhanced programme planning and coordination. f) Provide regular technical advice on operational matters relating to implementation of the project. g) Support and supervise consultants engaged by the UNODC to provide technical assistance to the NCAJ and the Judiciary. h) Prepare high quality reports emanating from PLEAD project meetings, in line with deadlines i) Prepare progress reports, support development of financial documents and other support documents for the implementation of the PLEAD project activities j) Provide technical support to consultants implementing various aspects of the project k) Keep proper record of reports and media items for the project

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in law, business administration, social sciences or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: - A minimum of seven (07) years’ experience in working in the Justice Sector, in crime prevention, governance (especially local governance), sustainable development or rule of law is required. - Experience working with state/ public authorities on issues related to the criminal justice sector in Kenya is desirable. - Knowledge of results-based management, monitoring and evaluation is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.
