Local consultant on vessel inspection

Result of Service Under the supervision of the Head of the CCP, the consultant will: - Inspect laden ships sailing from Ukraine and Russia through Istanbul. - Inspect ships sailing to Ukraine and Russia in ballast to collect grain, other foodstuffs and fertilizers. - In these inspections, support and oversee document and physical inspections of the ship together with other members of the JCC Inspection Teams. - Document and communicate regularly with the JCC on progress and findings via UNODC team leader (through chat, photos, etc.). - Provide technically and diplomatically sound recommendations to issues that might arise, under clearance of the JCC.

The working environment of the assignment requires long days including ground transport and multiple hours on the water and onboard ships. Inspections may require boarding vessels by ladder at open sea and active physical searches, including crawling into small confined spaces.

All tasks will be completed in close cooperation with the UNODC Headquarters (DO/BMB) in Vienna, Austria.

Duties and Responsibilities The Joint Coordination Centre (JCC) was established on 27 July 2022 in Istanbul with the mission to facilitate the implementation of the Black Sea Grain Initiative to establish a humanitarian maritime corridor to allow ships to export grain, other foodstuffs and fertilizers from Ukraine.

The JCC comprises representatives of Ukraine, the Russian Federation, Türkiye and the United Nations. The JCC was born out of the recognition of the critical importance of global food security, and its significant dependence on the supply of grain and other foodstuffs produced in the region. The Initiative is focused on exporting grain, other foodstuffs and fertilizers, including ammonia, from Ukraine. In its initial run of 120 days, the Initiative hopes to see significant volumes of commercial grain exports move from three key Ukrainian ports in the Black Sea – Odesa, Chornomorsk, Yuzhny – to world markets.

The JCC’s role is to monitor the movement of commercial vessels and ensure the compliance with the procedures developed through the Initiative for shipments to and from Ukrainian ports. It also reports on shipments facilitated through the Initiative. Inspections of vessels are conducted by joint inspection teams, under the auspices of the JCC. The JCC coordinates with the relevant authorities to determine appropriate actions should non-compliance be determined. The UN’s role is subject to the United Nations authorities and mandates, including OCHA’s existing global humanitarian mission. The UN acts as the Secretariat of the JCC and provides support to the UN’s commitments under the Initiative.

The consultancy will be carried out in the context of UNODC’s support to the JCC.

Qualifications/special skills An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. - At least two years of professional experience in law enforcement with a focus on customs, trade procedures, maritime law enforcement or border management, or in security with relevant and related operational maritime experience is required. - Knowledge of customs, maritime law enforcement and trade terminology; international trade clearance procedures; vessel search techniques and organizational structures of relevant law enforcement agencies is desirable. - Knowledge of risk management practices, border security, developing and supporting inter-agency cooperation and evaluation practices is desirable. - Experience working in an international environment is desirable. - Physical fitness to be able to climb a ladder at open sea and to swim are required. - Good drafting, organizational, communication and interpersonal skills are desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, working knowledge of English is required. Working knowledge of Russian, Turkish or Ukrainian is desirable. Knowledge of another official United Nations language is an advantage.
