To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

The primary aim of this consultancy is to provide technical support in the strengthening of child-centered DRRM/CCA programs at the provincial and municipal local government units. The consultant is expected to work with UNICEF DRR Programme Officer, Social Policy Officer, EU Project Coordinator, youth networks and UNICEF Sectoral Focal Persons.

The consultant will support the timely and strategic implementations of activities, monitor progress of TA, and ensure strong stakeholders’ and young people’s partnership and engagement.

The consultant will primarily report to MFO emergency focal point. Under the supervision of the Emergency Focal Point, this consultancy is required to support the management of the following TA activities:

DRR/ Emergency Technical support for Capacity Building on Coordination, Collaboration, and Systems:

• Capacity-building assessment of Local and Provincial DRRM Office (LDRRMO, PDRRMO) in DRR and Climate Change;
• TA/ development of terms of reference, technical guidance on Establishment and functionality of core group/technical working group among relevant regional and provincial agencies to support the full implementation of the TA workplan (with LDRRMOs, Local Planning and Development Office (LPDO), Local Environment and Natural Resources Office (LENRO), Local Youth Development Office (LYDO), and Local Sanggunian on DRR and CCA and other members of DRRM council.)
• Conduct consultations with various LGU offices, local CSOs, communities, and children and youth in identifying technical assistance and capacity building needs of LGUs and children and youth in DRR and Climate Change.
• Develop list of Recommendations/ analysis and Identify DRRM/CCA policies and systems to be strengthened.
• Co-facilitate in Engaging children and youth in risk assessment, local DRRM planning

Technical Input and Support. Support the MFO Emergency / DRR Focal person to carry out below tasks:

• Provide technical assistance in the development/writing/review of Climate and Disaster Risk Assessment (CDRA), community risk assessment, and other risk data and information, ensuring that children’s data are integrated and included.
• Provide technical assistance in the development/enhancement/review of Local DRRM Plans (LDRRMPs) of partner LGUs and ensure mainstreaming of children’s sectoral concerns such as but not limited to WASH, Child Protection, Health and Nutrition, Education, and Social Protection;

• Provide technical assistance to provincial LGU/municipal/city LGU in implementing and cascading CC-DRRM/CCA at the municipal/ Provide technical assistance to provincial LGU/city LGU in implementing and cascading CC-DRRM/CCA at the municipal/barangay level

  Capacity Building. Support the MFO Emergency / DRR Focal person to carry out below tasks:

• Identify capacity building needs of LGU on child centered DRR/CCA

• Support MFO Emergency/DRR focal inLGU local governance capacity by training, mentoring, coaching on child centered DRRM/CCA;
• Support the MFO Emergency/DRR focal in the coordination of capacity building activities on the development of DRRM Plans and contingency plans, humanitarian preparedness and response, and other relevant trainings.
• Support engagement of young people in the capacity building activities.
• With support from MFO emergency focal person, explore partnership with academes in Lanao Del Sur in the implementation of TA workplan.

TA Workplan Management:

• Prepare and submit monthly progress report that includes information on key achievements/results, issues and concerns, lessons learned, and recommendations.
• Develop, implement, and regularly update LGU TA workplan in collaboration with the technical working group.
• Emergency / displacement reports and recommendations as the situation arise with focus on the needs and needed interventions of vulnerable sectors of community; and support any possible UNICEF response through monitoring, delivery and post distribution monitoring of emergency critical supplies and coordination with affected LGUs and communities.
• Perform other relevant duties as may be assigned by the supervisor

* This contract reflected in this terms-of-reference (TOR) is in line with Outcome 4 of Building community resilience and delivery of essential services for post-conflict recovery in Lanao Del Sur funded by European Union. Specifically, this consultancy will contribute to community resilience and recovery by supporting all LGUs units in Lanao del Sur to achieve and maintain national DILG/CWC ‘child-friendly local governance’ certification and for disaster risk reduction planning and emergency response. It will directly engage with communities through community-level dialogues and bring communities and local government teams together to strengthen social cohesion and responsiveness to community-needs. It will contribute to strengthened capacities of provincial authorities for humanitarian, peacebuilding, and development coordination by bringing all actors together under the coordination mechanism of the Action.

Coordination, Collaboration, and Systems Strengthening:

Tasks/Milestones:

▪ Work hand-in-hand with Local DRRM Office (LDRRMO) in identifying/reviewing technical assistance and capacity building needs of the partner LGU on DRR and Climate Change.

▪ Establish core group/technical working group among relevant regional and provincial agencies to support the full implementation of the TA workplan.

▪ Conduct consultations with various LGU offices, local CSOs, communities, and children and youth in identifying technical assistance and capacity building needs of LGUs and children and youth in DRR and Climate Change.

▪ Liaise, coordinate, and advocate with LGU officials and LDRRM council members to facilitate and generate program buy-in of decision makers and program implementers.

▪ Strengthen collaboration among LDRRMOs, Local Planning and Development Office (LPDO), Local Environment and Natural Resources Office (LENRO), Local Youth Development Office (LYDO), and Local Sanggunian on DRR and CCA.

▪ Coordinate and collaborate with MILG, Bangsamoro REAdi, OCD BARMM as members of the technical working group, LGU partnership manager, Project Coordinator, UNICEF DRR Officer/emergency focal point, and UNICEF sectoral focal points, and UNICEF Adolescent and Youth engagement officer in integrating DRR and CCA in local governance mechanisms and structure and in achieving outcome and indicators for children. ▪ Provide technical assistance to provincial LGU/city LGU in implementing and cascading CC-DRRM/CCA at the municipal/barangay level

▪ Strengthen children and youth participation in risk assessment and local planning.

Deliverables:

▪ TNA completed.

▪ TA workplan developed.

▪ Established Technical Working Group.

▪ TA workplan supported by LDRRMC and LGU officials.

▪ DRR/CCA collaboration activities identified/reflected in the LGU plans.

▪ Regular coordination and updating of TA results with Project Coordinator, DRR Programme Officer, and UNICEF Sector Focal Points, and other partner.

▪ Roll-out plan of child-centered DRR/CCA are developed and implemented.

▪ Children and youth are consulted throughout the whole planning process.

▪ Prepare and submit monthly progress report that includes information on key achievements/results, issues and concerns, lessons learned, and recommendations.

▪ Perform other duties as may be assigned by the supervisor.

Qualifications and Competencies of Successful Consultant:

Education:

• Bachelor’s degree in a field relevant to children rights, disaster risk reduction, public administration, governance, development studies, social development.

Work Experience:

• At least 5 years relevant experience in the field of child-centered disaster risk reduction.
• At least 3 years relevant experience on local planning and programming.
• With relevant experience in coordination, advocacy, and networking.
• Experience in working with government agencies, civil society organizations, academes and international organizations is an asset.
• Experience in working in BARMM is an asset.
• Previous work with the UN is an asset.

Knowledge/Expertise/Skills required:

• Strong communication and coordination skills.
• Ability to work efficiently and independently under pressure, handle multi-tasking situations with strong delivery orientation.

Languages:

• Excellent written and spoken English and Filipino.
• Local language is preferred but not required.
• Preferably knowledgeable in BARMM context (language and culture).
