Expected duration The expected duration is for equivalent to 6 months effective as soon as possible from engagement.

Duties and Responsibilities The Organizational Development Section (ODS) in the Office of Human Resources (OHR) of the Department of Management Strategy, Policy and Compliance (DMSPC) seeks an Individual Contractor to coordinate and assess the implementation of Online Learning Libraries (such as LinkedIn Learning and Coursera) in the UN Secretariat. The IC will report to a Staff Development Officer in ODS/OHR.

An Online Learning Library is a repository of on-demand content for organizational/individual learning and development. The UN Secretariat follows a blended approach, offering multiple solutions to all staff members globally. These solutions offer off-the-shelf eLearning modules covering a broad range of training topics or specializing in relevant topic areas.

The Individual Contract will be required to coordinate and support the implementation of Online Learning Libraries and conduct an assessment, including lessons learned and recommendations to scale up these solutions in 2023-2024. This includes the following:

- Assess the implementation of Online Learning Libraries (Coursera and LinkedIn Learning) and draft an action plan to scale up these solutions in 2023-2024. This includes analyzing the business need and already acquired solutions, conducting market research on other potential solutions, analyzing resources required, collecting good practices and lessons learned, and drafting a project plan. - Coordinate the launch of Coursera Pilot in 2022. This includes implementing the action plan, providing support to learners, and learning administrators, including user access provisioning, assisting with communication-related tasks, curating content for learners, assisting with reporting and data analytics, drafting the evaluation report, including a project plan to scale up Coursera in 2023. - Support the implementation of LinkedIn Learning. This includes providing support to learners and learning administrators, assisting with communication-related tasks, curating content for learners, and reporting and data analytics. - Conduct a series of webinars on the use of Online Learning Libraries targeting the learning community in the Secretariat.

Qualifications/special skills Skills: - Proven ability to conduct research, analyse data, and draft reports - Proven ability to work in a team and communicate effectively - Familiar with and competent in using technology for learning, including: Common office software such as MS Office 365, MS Teams; Data reporting and analysis tools - Have a demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the United Nations Charter - Have demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views

Academic Qualifications: Master’s degree in Instructional Design, Measurement and Evaluation, Learning and development, Human Resources, Social science, Organizational strengthening and capacity development, Communications, Marketing, Human Resources, Data Analysis, or another relevant area.

Experience: - Minimum 2 years of experience in managing and delivering learning and/or learning systems is required.

Required - Experience in implementing Online Learning Services, including reporting, and providing user (learner and learning admin) support - Experience in Instructional Design, measurement and evaluation, and/or related work - Experience in delivering training, including webinars

Desirable - Experience with the United Nations or a similar international organization

Language: - Fluency in English (both oral and written) is required. - Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
