OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Learning, Capacity and Development LCD unit in the EXD's Office seeks to provide a learning environment for WHO staff and partners in which they can share and acquire health emergency-specific knowledge, skills and competencies. In addition, LCD is nurturing a learning ecosystem that involves a wide range of stakeholders and that facilitates resilience of national and local systems, supports preparedness capacity development, and enables emergency learning for staff, response partners, and frontline responders; facilitating a safe, efficient and effective response.The immediate strategic objectives of LCD are:

1) To provide a strategic andoperational framework in which WHE-related learning can evolve;

2) To foster a learning ecosystem through partnerships with a wide array of learning stakeholders, and through broad agreement on standards and competencies, and through shared content and structures for learning;

3) To develop and maintain an arsenal of learning tools and resources, including technology-enhanced learning through open-access online learning, virtual classrooms and experiences, or simulation exercises; and

4) To lead the development and piloting of Flagship Trainings, i.e. trainings that are of crucial importance to achieving the overall goal of WHE in the area of learning and capacity development, which is the constitution of a Global Health Emergency Workforce.

DESCRIPTION OF DUTIES

  • Work closely with WHO technical teams and offices for the development of learning materials and the roll-out of learning events and initiatives.
  • Plans and works with technical teams, learning counterparts and crowd-sourcing volunteers learning material co-creation efforts.
  • Engages with Open WHO learning platform service providers on the smooth running of online learning operations, incl. help-desk support.
  • Works with service providers on the development of learning content and its roll-out.
  • Supports the preparation for and roll-out of virtual and face-to-face learning events.
  • Provides inputs for learning communication and donor reporting activities.
  • Performs any other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • A first university degree in Education related to Learning, Training and/or Development or in the field of Administration, Social or Political Sciences, Public Health or related field relevant to the position

Desirable:

  • An advanced university degree in one of the above-mentioned fields.
  • Additional qualification or training in diplomacy, project management, community engagement or similar

Experience

Essential:

  • A minimum of two years' experience in learning/capacity/guidance development and/or research.
  • Demonstrated experience of project management, ideally in the field of learning/capacity development.

Desirable:

  • Experience working in an international organization.
  • Prior experience in the roll-out of large-scale learning operations and events.
  • Exposure at the international level.

Skills

  • Sound knowledge of adult/online learning content development processes.
  • Good public health knowledge.
  • Concrete skills in stakeholder management and engagement skills.
  • Goodworkflow management skills & great attention to detail.
  • Analytical mindset and ability to analyze and synthesize data from large-scale learning operations.
  • Strong computer skills in Learning Management Systems, office applications including Excel, PowerPoint, and Word.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3384 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
