Duties and Responsibilities Org. Setting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment". Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The consultancy will be located in UNEP / Ecosystems Division / Biodiversity and Land Branch (BLB) and will report to the Programme Management Officer, Biodiversity and Land Branch (BLB), United Nations Environment Programme (UNEP).

The project “Improving Ecosystem Management for Sustainable Livelihoods in the Framework of Lancang-Mekong Cooperation” works with partners in Cambodia and China with the objective that governments and key stakeholders will take initial steps to increasingly apply integrated ecosystem management approaches and tools in the management of key ecosystems in the Lancang-Mekong region. The expected outputs to be delivered are:

Output 1: Knowledge on ecosystem health and best practices on ecosystem management in the Lancang-Mekong region; Output 2: Cross sectoral and transboundary collaboration on ecosystem management in the region enhanced; and Output 3: application of ecosystem management approaches demonstrated.

Under the overall supervision of the Programme Management Officer, Biodiversity, Peoples and Landscapes Unit (BPL), and for the output 3, the consultant will develop an evaluation and learning strategy drawing on agreed evaluation criteria. The Landscape consultant will provide technical support to the project management team on evaluating, capturing, and synthesizing of lessons learned and strategies to promote the uptake of best practices and knowledge, and including the development of knowledge materials and guidance notes. The consultant will also carry out a literature review and identification of successful landscape approaches applied in the region and in the target countries by UNEP and other development partners and provide content for a first draft of short publication on these landscape approaches identified.

Tasks and Responsibilities:

Under the supervision of the Programme Management Officer, Biodiversity, People and Landscape Unit (BPL), the consultant is expected to produce and deliver, the following 4 knowledge products:

1. Undertake field visit to Cambodia and China to undertake Tasks 2, 3 and 4 to obtain relevant information for the reports, and to facilitate a workshop to integrate learning into community actions in future.

2. Undertake a brief survey (see draft on page 3/ to gain a structured understanding for the stocktaking and as a basis for MEL (Fin) for 2 landscapes in China and Cambodia. This will provide a basis for evaluation and structured learning to deliver on Task 3.

3. Stocktaking exercise on existing tools and methodologies in the regions and proposed MEL methodologies for 2 landscapes in China and Cambodia in terms of - Monitoring, evaluation and learning methods that could be applied: what is out there that may be relevant - Evaluation criteria for the specific sites - Proposed MEL methodology - MEL Methodology Report

4. Impacts of landscape approaches from elsewhere and experiences of the pilot sites in China and Cambodia - Overview and results - What worked in the specific sites and what did not - Recommendations for LCs & for subsequent programmes integrated into Final Reports on Lessons learning

Qualifications/special skills Academic Qualifications: Advanced University degree in physical science, natural resource management, conservation ecology or a related subject is required. Experience: A minimum of 10 years of progressively responsible experience in international development, programme development, community based natural resource management, local and indigenous knowledge and institutions, ecosystem risk assessment and ecosystem-based approaches to adaptation is required. Language: English and French are working languages of the United Nations Secretariat. For this post fluency English is required. Knowledge of French, Spanish and/or Portuguese would be an asset. .
