THE ROLE AND ORGANIZATIONAL CONTEXT

The World Food Programme is looking for a Knowledge Management Programme Policy Officer to support the organization’s country strategic planning in support of 2030 Agenda, the application of United Nations reform processes and development of related corporate guidance.

The Programme Cycle Management Unit (PRO-M) in the Programme Division in HQ is responsible for guiding Regional Bureaux and Country Offices through the roll-out of second-generation Country Strategic Plans (CSPs) that are compliant with the requirements of UN reform. The team carries out core functions related to the production of corporate guidance and provision of direct support to Country Offices in designing quality CSPs, typically facilitating formulation workshops and accompanying them through the internal and external review and approval process.

KEY ACCOUNTABILITIES (not all-inclusive)

• Lead PRO-M knowledge management efforts in coordination with PRO and other HQ units, contribute to knowledge management and communication initiatives, specifically by consolidating relevant corporate policies and strategies, and sharing user friendly guidance and knowledge with all stakeholders (Country Offices, Regional Bureaux and HQ units) in the preparation and review of the CSPs.

• Identify and address gaps in knowledge, evidence, and information through the establishment of information-sharing platforms and regular updates of the CSP Manual and the Programme Guidance Manual.

• Consolidate and update key lessons learned and country examples through communications with Country Offices, Regional Bureaux, and PRO-M CSP support team as well as discussions with HQ units that support the entire CSP processes – Line of Sight, s-PRP and e-PRP, aiming to continuously enhance the quality of the CSP formulation process.

• Manage the preparation and dissemination of guidance materials, publications, and a variety of information products or proposals for internal or external use.

• Advice and support the development of functional training and webinars in areas of expertise to enhance the capacity of WFP staff to design coherent and robust country portfolios.

• Serve as lead focal point for visibility, communications and knowledge management activities related to CSP development, review, and approval.

• Support WFP Country Offices in adopting the new UNSDCF (ex-UNDAF) approach, in particular the Common Country Analysis (CCA), including through dissemination of internal knowledge products and analysis, lessons learned documents and recommendations related to Zero Hunger Strategic Reviews as well as the first generation CSPs.

• Support Regional Bureaux and Country Offices in carrying-out their country strategic planning processes, including through strategic engagement with country stakeholders and three to four on-site missions to RBx/COs yearly, developing corporate guidance and facilitating the 2G CSP design processes and RB/CO webinars in close alignment with WFP’s Strategic Plan, Corporate Results Framework and UNSDCF strategic priorities.

• Provide strategic and technical comments on CSP Budget Revisions and revisions of Trust Funds to ensure consistency and alignment with strategic corporate direction.

• Support CSP review processes to improve programme quality and ensure compliance with WFP corporate policies/ strategies.

• Support the Head of PRO-M Unit and PRO Director in developing the conceptual approach for the second generation of CSPs. This could include supporting the inter-departmental 2G CSP Working Group activities, coordinating with partners, conducting analysis, developing position papers, corporate proposals and approaches for 2G CSPs and supporting PRO-M Chief and PRO Director in 2G CSP-related strategic engagement.

• Support the Head of PRO-M Unit and PRO Director in technical discussions and initiatives related to 2G CSPs. Act as the focal point for selected themes as assigned and represent PRO-M or PRO in related technical working groups.

• Support the Head of PRO-M Unit and PRO Director in developing, engaging, or contributing to additional corporate strategic processes including WFP Strategic Plan-related processes, policies, strategies, and other critical high-level initiatives as needed.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • Advanced University Degree in International Affairs, Development, Economics, Nutrition/Health, Political Science, Social Sciences or other field relevant to international development assistance.

EXPERIENCE:

You have:

  • At least 5 years postgraduate (of which 1 international), progressively responsible professional experience in the fields of goal oriented/strategic planning, knowledge management, organizational change management, programme re-orientation, policy development, strategy formulation, knowledge management, communications, public information, programme management and project planning in the field or headquarters.

LANGUAGE:

You have:

  • Proficiency/level C of English is required. Basic knowledge of other UN/WFP language(s) would be a plus.

MORE ABOUT YOU

You have:

  • Ability to translate understanding of programme principles into relevant, effective, and context specific approaches;
  • Capacity to develop, implement, manage and train colleagues on the use of Knowledge Management tools;
  • Ability to explain WFP projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing;
  • Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities;
  • General knowledge of UN system policies, rules, regulations and procedures;
  • Strong writing, analytical and research skills; good interpersonal skills, teamwork spirit and ability to work in multicultural settings.

TERMS AND CONDITIONS

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 3 years. The position is based in Rome, Italy and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
