Result of Service To provide inputs for the study of the fiscal implications and the financing requirements of the just transition policies in the context of structural change towards carbon neutral economies in Colombia.

Work Location The contract will be carried out in the territory of Colombia, with headquarters in the city of Bogotá D.C. However, travel to other national or international cities may be made, in accordance with the activities of the project and prior approval of the supervisor.

Expected duration Three months.

Duties and Responsibilities Colombia's growth model is significantly linked to the extraction of carbon-based energy. The exploitation of Colombian coal and oil represents (on average for the 2010s), up to 60% of the country's exports of goods (the country is the 5th largest exporter of coal in the world and 90% of local production is exported), 15% of budget revenues and a significant share in the investment capacity of local authorities (through a fee system called "regalia"). Getting out of fossil fuels is therefore a particularly sensitive issue for the country, which has nevertheless committed itself to a goal of carbon neutrality by 2050 (through the formulation of a long-term strategy, E2050, supported by the AFD Group and highlighted during COP 26). This decarbonization plan aims to organize the low-carbon transition in Colombia, instead of suffering the effects of a global transition (fall in demand) or internal transition (decrease in reserves, excluding coal, which remains abundant), whose implications on the financial system, the balance of payments but also on employment, will be important. In particular, the low-carbon transition obviously implies carrying out policies to protect the most vulnerable population, that of the informal sector (around 50% of jobs and without social protection for the majority).

The Economic Commission for Latin America and the Caribbean (ECLAC) and AFD are collaborating to estimate the impacts of the low carbon transition on employment and the policies needed to make a just transition. The consultant will be responsible for the update and analysis of the macro models that allow the study of the fiscal implications and the financing requirements of the just transition policies in the context of structural change towards carbon neutral economies in Colombia.

In this phase, the consultant will be responsible for the following tasks:

  • Election of the models that fit best in the just transition project
  • Support the updating and running of the macro models.
  • Analyze the simulations carried out to approach the first economic policy discussions related to the just transition from a fiscal and financing perspective.
  • Coordinate with the team working on social protection
  • Attend and take the minutes of the bi-weekly technical committee meetings

    Qualifications/special skills Skills: At least two year of specific work experience in macroeconomics Knowledge of STATA, Eviews, Gams, R or other programming language is desirable Academic Qualifications: Professional in economics and/or finance and/or statistics and/or mathematics and/or related careers. Experience: General work experience: 2-3 years At least two year of specific work experience in macroeconomics Language: Spanish and English language, spoken and written
