This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

Description of task

Under the direct supervision of the Human Resources Services Officer, the UN Youth Volunteer will undertake the following tasks:

  • Manage UNRWA Youth Volunteer Programme and handles coordination and communications necessary for starting, supervising progress and closing the volunteering cycles with the concerned parties inside and outside UNRWA. This mainly includes GFO programmes and offices as well as universities and colleges in Gaza.

  • Identifies GFO programmes and offices need to volunteers during planning each volunteering cycle in terms of numbers and roles, in full coordination with the concerned programmes and offices.

  • Handles the announcement of volunteering roles and closely follows up all the stages of the volunteer recruitment making all necessary communications with the concerned parties and managing any arising challenges/problems.

  • Ensure UNRWA volunteer Youth Programme is managed in compliance with the existing volunteer policy and established procedures and advise on any necessary refinement of the policy and procedures as may be appropriate.

  • Assist the participating UNRWA programmes and mangers in all volunteer related matters.

  • Support the concept of meaningful contribution of volunteers to the services delivered by the Agency in light of the mandate of the Agency and its core values and competencies and promotes community confidence and understanding of volunteerism.

  • Identify the most effective approaches to assist volunteers develop their skills and make the best utilization of their volunteering time within the Agency through mandatory development plans.

  • Handle induction for new volunteers in full coordination with the concerned programmes and coordinate for related arrangements.

  • Identify career development opportunities for volunteers including access to e-learning platforms, in-house training by the Filed Human Resources Office or access for volunteers to department staff trainings.

  • Ensure each participating programme has a plan for volunteers with clear description of assignments.

  • Set an effective follow-up and monitoring mechanism and undertake regular oversight so as to ensure compliance to the established policy, proper utilization of volunteers and ensuring volunteer rights are not violated or used improperly.

  • Provide guidance and advice for volunteers as well as supervisors on issues related to volunteering and recommend action, and handles any concerns or complaints of volunteers.

  • Follow up on the evaluation process of volunteers to ensure effectiveness of the volunteering programme and measure its impact for both the Agency and volunteers.

  • Maintain updated records, including a database of applicants and a graduate database, and provide timely statistical reports on the different aspects of the volunteer programme.

  • Establish communication and networking channels with other stakeholders as may be needed.

  • Support the Director's Office with the following tasks:

  • Producing and/ or editing various key internal and external management updates and reports
  • Attending key senior management meetings and producing outcome notes / minutes and assisting Director and Deputies with specific follow up actions
  • Assisting with the review and clearance of various communication products as well as producing talking points / briefings for external speaking and media engagements of the Director

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

University degree in social sciences, human resources management, development or any related field

Required experience:

Experience remark:

  • minimum years of experience: 0-2
  • Demonstrated interest and/or experience (ideally more than 2 years) in the field of human resources management, organizational development or volunteering programme management.
  • Areas of Expertise: Development programmes, technical assistance and volunteer management
  • Proficiency with MS Office applications, and good general computer literacy;

    • Good interpersonal, networking and communication skills;
    • Willingness to contribute and work as part of a team;

- Flexible and open to learning and new experiences;

Language skills:

  • English(Mandatory), Level - Fluent

Learning Expectations

Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:

  • Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching.

  • Interpersonal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management.

  • Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation.

Beyond the learning opportunities provided by UNV, the host agency will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer’s assignment. The host agency will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel.

UN Youth Volunteers should be between 18 and 29 years old throughout the duration of their service.
