Org. Setting and Reporting This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). The Joint Operations Officer reports directly to the Chief of the Section and is responsible for integrated situational awareness, crisis management and operational coordination. Within limits of delegated authority, and under the supervision of the Section Chief, the Joint Operations Officer will serve as the Deputy of the JOC. S/he is responsible for the coordination, and supervision of the responsibilities and services provided by the JOC, including the management of an integrated team comprising staff from across the mission, including military, police, and security components.

Responsibilities Under the authority of the Chief JOC and in close coordination with the Deputy Chief JOC (Political) in Kinshasa, the Joint Operations Officer, as the Deputy Chief JOC (Operations), will be responsible for the following duties:

1. Monitoring and reporting: •Ensures that JOC staff members receive guidance and directives for the collection of information and maintains relations with stakeholders; •Reviews and ensures the processing and timely dissemination of integrated reports (including daily and weekly situation reports) within the Mission and to Headquarters about significant developments in the country and region; •Reviews and sends incident ("flash") reports about important, urgent events and new developments affecting the UN mandate implementation and peace and stability in the country; •Oversees the preparation of special reports and drafting of code cables and official e-mails; - Supervises and reviews the drafts and reporting products of other colleagues, including Associate Joint Operations Officers and Joint Operations Officers; •Supervises the management of the situational awareness geospatial database of operational reports (SAGE), accessible by, and for the use of, integrated mission components; •Manages the exchange of operational information with external partners, including members of the diplomatic community, humanitarian and civil society partners.

2. Crisis management support: •Ensures that the mission and key actors (Crisis Management Team members, JOC staff, etc.) are prepared for crises, familiar with the procedures and that standard operating procedures and other guidance are up-to-date; •Under the supervision of JOC leadership and the Mission Chief of Staff, supports the organization of crisis management meetings within the Mission and with UN Headquarters; •Manages JOC support to crisis management meetings (secretariat support, presentations, talking points if required, liaison with technicians and facilities management); •Liaises regularly with the Mission components, Mission Support and the UN Country Team (UNCT) to provide timely information during a crisis.

3. Operational Coordination: •Supports the organization of operational coordination meetings, as required, liaising with Mission components, Mission Support, and the UNCT and monitoring the implementation of decisions; •Supervises and contributes to operational planning activities, with JOC planning staff and in coordination with other components’ planners; •Supports regular operational coordination mechanisms (e.g. flight and special flight requests); •Liaises with Mission sections, Mission Support, and the UNCT regularly to help coordinate operations; •Collaborates with the Joint Mission Analysis Centre (JMAC), Security Operations Cell/Centre (SOC), Police Operations Centre (POC), Military Operations Centre (MOC) and Mission Support Centre; •Supports the Protection of Civilians unit in the drafting/revision of reports/presentations based on the JOC database; •Acts as point of contact with the Goma Volcanic Observatory; •Supports the development of the Mission's Organizational Resilience Management System (ORMS).

4. Information hub: •Supports the facilitation of contact between Mission Leadership and Headquarters and other actors; •Ensures an up-to-date database of contact details for key personnel is maintained in the JOC.

5. Assistance to the Chief JOC with management, including •Serves as the team leader of the ROC; •Supervises as required recruitment, training, and management of Operations Officers/Reporting Officers; establishes duty rosters as necessary; oversees budget submissions, as required; and maintains relations with the Mission’s components, sectors, regional offices, and the UN Headquarters; •Supervises the budget for and manages the volcanologist contractor; •Develops mission-level SOPs, tools and templates (for reporting, crisis management, communications, etc., reflecting DPO policy and guidance) and ensures their implementation (including through training and evaluation); •Prepares briefs for senior management groups, high-level delegations, diplomatic corps and other groups/individuals as instructed by Senior Leadership; and •Acts as OiC Chief JOC, as required.

6. Performs other tasks as required by the Chief JOC or the Mission Chief of Staff.

Education Advanced university degree (Master’s or Doctorate degree, or equivalent) in political science, social sciences, international relations, law, or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in political or international affairs, crisis operations and management, military, police or security services, civil affairs, humanitarian affairs, human rights, or related fields, is required.

Field and/or strategic-level operations planning and coordination experience are required.

Prior exposure to circumstances requiring crisis management expertise, preferably as applied in an Operations Room context, is required.

Experience working in an integrated civilian-military-police environment and in a conflict or post-conflict situation in or in support of a field operation of the United Nations Common System or a comparable international organization is required.

Experience in Organizational Resilience Management System (ORMS) and natural disaster planning is desirable.

Experience using SAGE situational awareness tool is desirable. (Note: Sage small-business accounting software is not relevant to this post.)

Languages English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required; Working knowledge of French is desirable.
