Org. Setting and Reporting There positions are located in the United Nations Mission in South Sudan (UNMISS) in Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent reports to the Chief of Joint Operations Centre (JOC).

Responsibilities Within delegated authority, the Joint Operations Officer will be responsible for the following duties:

•Monitor major security developments like military, security, and political situation, following the actions of relevant actors including intergovernmental organizations, Government, non-governmental organizations, civil society, political institutions, armed actors (regular armies and rebel groups, militias, etc.). •As necessary, research and draft special reports and prepare presentations related to operational issues, draft Code Cables addressing current operations and official e-mails. •Under the supervision of Chief JOC: Provide support as needed for crisis management meetings (secretariat support, presentations, talking points if required, liaison with technicians and facilities management). •Liaise regularly with Mission sections, Mission Support and the UNCT to provide timely information during a crisis for decision-makers and maintain an up to date database of contact details for key personnel. •Coordination of operations: Under the Chief JOC supervision, facilitate Mission Contingency planning and coordination of joint activities across the Mission including on Field Office level, including operations and contingency exercises •Conduct Contingency Planning, facilitate Technical Working Group (TWG) and Tabletop Exercises. •Coordinate and facilitate Crisis Management Team (CMT) Tabletop Exercises, Mission HQ Tabletop Exercises and Field Offices Tabletop Exercises. Prepare TWG's reports, presentations, and minutes of meetings for further use of Mission Operational Coordination Committee (OCC). •Prepare TWG Matrix and maintain TWG SharePoint site Maintain catalogue of all existing contingency plans in the Mission Develop Mission Level Directives and Plans •Support the organization of operational coordination meetings, as required, liaising with Mission sections, Mission Support and the United Nations Country Team (UNCT) •Capture of lessons identified and cascade of best practice •Provide support for the implementation of operational coordination decisions and mechanism (e.g. coordination of significant patrols or Temporary missions with multiple enablers involved) •Support the facilitation of communication between the Field Integrated Operations Centre/Field Office and mission leadership and other actors (as required) •When required, perform Duty Officer duties to enable continuous monitoring and reporting coverage in the Mission •Perform any other duties as required by the Chief JOC

Education Advanced university degree (Master’s degree or equivalent degree) in political science, social sciences, international relations, law, or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in political or international affairs, public information/journalism, military, police, security, civil affairs, humanitarian affairs, human rights, crisis operations and management, or related field is required. Prior exposure to circumstances requiring crisis management expertise, particularly as applied in an Operations Room context, is required. Experience working in the East African region is required. Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable. Experience working in a conflict or post-conflict situation is desirable. Experience in drafting political documents and briefings for senior officials often under strict time constraints is desirable.

Languages English and French are the working languages of the United Nations. For this position, fluency in English (Oral and written) is required.
