IT Consultant (Web Designer)

Result of Service Extended ASYCUDA Single Window web-tools for governmental controlling agencies and traders are designed and ready for testing in Turkmenistan. and potentially in other Central Asian countries

Duties and Responsibilities UNCTAD jointly with UNDP is implementing the Single Window for export and import operations in Turkmenistan based on successful implementation experience in Kazakhstan. In the context of the ASYCUDA Single Window implementation and maintenance projects in Turkmenistan and Central Asia under the general supervision of UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia.

The Consultant will undertake following duties

1. Design of the Single Window Portal, comprising minimum Self-registration, Management of end-users, Publication of Integrated Tariff of the SCST, Inter-operation with the ASYCUDA World system of the SCST, Inter-operation with the "Preliminary Decision" component of ASYCUDA World, Publication of Customs regulatory and reference documentation. 2. Design of the Electronic Certificates of Conformity and Declarations of Conformity, in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency ; 3. Design of the Electronic Phytosanitary Export/Import Certificates and Phytosanitary Quarantine Permits for the Control of Import of Products, in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency; 4. Design of the Electronic Procedure Permits of Compliance in the Field of Sanitary and Epidemiological Well-being, in accordance with the functional/ technical specifications developed by UNCTAD and approved by the competent ministry/agency; 5. Design of the Electronic procedures for inclusion in the Registers of Persons Exercising Activities in the Sphere of Customs Business and Authorized Economic Operators, in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency. 6. Testing of the components/electronic documents above and, subsequently, the testing in the operational environment of the ASYCUDA World system.

Qualifications/special skills Academic Qualifications: A first university degree, Bachelor, in information technology, computer science or related area. Experience: Minimum 5 years of experience of work in ICT sector as front-end and back-end developer,is required. Experience of design, development, testing and piloting complex ICT applications with over 10'000 users is required. Experience in Angular programming language is required. Experience of working in the transition economies region would be an advantage. Language: Fluency written and oral in English is required. Knowledge of Russian is desirable
