IT Consultant (dashboard developer)

Result of Service The services of the consultant will support the mapping of trade facilitation through the Single Window web applications in in Turkmenistan. and potentially in other Central Asian countries

Duties and Responsibilities UNCTAD, jointly with UNDP, is implementing the Single Window for export and import operations in Turkmenistan, In the context of the ASYCUDA and Single Window implementation and maintenance projects in Turkmenistan and Central Asia under the general supervision of UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia.

The Consultant will undertake following duties

Development of the Single Window dashboard components to allow importers and exporters to assess online customs information and to submit electronically regulatory documents in one portal, saving them time and reducing the costs of transactions; Development of web-services for Inter-operation of the Single Window dashboard with the ASYCUDA World system, Development of web-services for Inter-operation of the Single Window dashboard with the Preliminary Decisions Module of ASYCUDA World, Development of facilities for Publication of Customs regulatory and reference documentation on the dashboard Development of the Electronic Permits for the Control of Import of Products, in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency; Development of the sub-component of Electronic Permits for Epidemiological Well-being, in accordance with the functional/ technical specifications developed by UNCTAD and approved by the competent ministry/agency; Development of the Register of Persons Exercising Activities in the Sphere of Customs Business Development of the Authorized Economic Operators sub-component, in accordance with the functional/technical specifications developed by UNCTAD and approved by the competent ministry/agency. Assisting UNCTAD ASYCUDA core team to develop the software components/electronic documents above and pilot them timely and successfully.

Qualifications/special skills Academic Qualifications: Bachelor education degree.in IT technology or related area combination with minimum 3 years work experience in IT programming is required, Bachelor or equivalent in information technology, computer science, engineering, mathematics or related area will be an advantage Experience: Minimum 5 years of experience of work in ICT sector as front-end and back-end developer is required. Experience of design, development, testing and piloting complex ICT applications and Java and Angular programming language is required. Experience of working in the transition economies region would be an advantage. Language: Fluency written and oral in English is required. Knowledge of Russian is desirable
