OBJECTIVES OF THE PROGRAMME

The mission of IOS is to provide independent, objective assurance and advisory services designed to add value and improve the Organization's operations.

DESCRIPTION OF DUTIES

Under the general supervision of Head Investigation, and reporting to the Team Lead, Investigation Operations, the incumbent is tasked to:1. Plan, conduct, and reporton IOS investigations according to appropriate professional standards and ILOAT jurisprudence:- Review and assess complaints and allegations inassigned cases with direct responsibility for performing investigations of fraud, corruption, misuse of resources and other related misconduct; formulate investigation plans, review and analyse all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, record interviews, obtain and analyse potential documentary and electronic/digital evidence, conduct investigative research and determine the appropriate presentation of investigative results;- Appraise progress of investigations and assess probable impact of investigation outcomes relative to strategies and advise colleagues (i.e. team members) and supervisors accordingly;-Coordinate with local officials, partners, and third parties, and obtain internal support such as interpreters to facilitate investigative work; report outcomes of investigations to the Team Lead, Investigation Operations;- Prepare recommendations for corrective action and improved controls and effectiveness or efficiency of WHO systems and operations (including in relation to activities to improve awareness and prevention, as well as carrying outproactive fraud reviews or forensic accounting investigations);-Prepare investigation reports, case closure memoranda and ad hoc briefings containing findings and recommendations for remedial or disciplinary action;- Lead teams of investigators/consultants working on investigation cases;- Assist the Team Lead, Investigation Operations in reviewing and advising on all IOS work which has a legal aspect or is affected by ILOAT jurisprudence, as requested;- Monitor the action taken and assess the adequacy of response to recommendations andperiodically report thereon;- Consult with operations Management on implementation of recommendations or on the recovery of amounts due to the Organization; and-Provide support in the preparation of work plans and the establishment of priorities for the investigation function, including the prioritization of implementation plans of investigative work for consultants, as relevant, in consultation with theTeam Lead, Investigation Operations.2.Guided by the Team Lead, Investigation Operations, prepare proactive fraud risk assessments and fraud profiles of the Organization.3. Guided by the Team Lead, Investigation Operations, conduct investigations to support implementing the mandate given to IOS under the relevant WHO policies, notably the Anti-Fraud and Anti-Corruption Policy, and the WHO Whistleblower Policy.4.Under the leadership of the Team Lead, Investigation Operations, monitor best practices of internal investigations in international organizations and contribute to update IOS procedures accordingly, as appropriate.5.Perform other special reviews and other tasks assigned by the Team Lead, Investigation Operations.6.Support investigations carried out in other offices in the Organization, including preparation of Terms of Reference and related plans for investigations; provide guidance on the conduct of such investigations and to coach staff in good investigation practices, in accordance with generally recognized international investigative standards and WHO guidelines.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree (Master's level or equivalent) in business, law, public administration or in a directly related area relevant to the functions of the position. Desirable: ---

Experience

Essential: At least 7 years of directly relevant progressively responsible professional experience of investigations (of which at least 2 years at the international level) in the field of complex administrative environments with direct responsibility for performing investigations of fraud, corruption, misuse of resources and other related misconduct (including carrying out proactive fraud reviews or forensic accounting investigations). Field experience in developing countries. Desirable: Field experience in complex and challenging operating environments is desirable, as is experience in the UN or Bretton Woods system.Experience with IT forensic tools and approaches.

Skills

Strong expertise in the field of fraud and corruption and forensic accounting investigations. Sound knowledge of investigation principles and their application. Ability to communicate effectively, both orally and in writing. Effective report writing skills. Maturity of judgment, tact, integrity and discretion. Ability to maintain effective working relationships with people of different national and cultural backgrounds. Ability to apply IT technology, when needed (e.g. investigation software for case management and digital forensic environments). Familiarity with forensic tools and analysis. Advanced skills in Microsoft Office package. Knowledge of the law of the international civil service as it relates to administrative investigations of staff fraud and other forms of prohibited practices or misconductis highly desirable. Strong knowledge of UN system policies, rules, regulations and procedures is highly desirable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4498 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
