Org. Setting and Reporting This position is located within the United Nations Investigative Team to promote accountability for crimes committed by Da'esh / ISIL (UNITAD) and will be based in Duhok, Iraq.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the Investigator may be responsible for the following duties: 1. Leads investigative activities of their respective Field Investigation Unit (FIU) or Investigation Team, in consultation with the Senior Investigator and Director, Office of Field Investigations, with respect to acts committed by ISIL (Da'esh) in Iraq that may amount to war crimes, crimes against humanity, and possible genocide, including cases involving sexual and gender-based violence, undertaking field missions when required; 2. Obtains signed statements from survivors and victims of acts committed by ISIL (Da'esh), in difficult environments and circumstances, including through the use of interpreters, and guides the work of other FIU team members with respect to obtaining such information. Coordinates as necessary with government or state officials for the conduct of interviews; 3. Represents UNITAD in briefings and conferences with investigations staff, other members of the UNITAD, as well as actors external to UNITAD including governmental officials, civil society actors, UN entities and other partners relevant to collection of information and evidence; 4. Leads the work of their respective Field Investigation Unit or Investigation Team in identifying, collecting, recording, preserving and storing physical evidence, ensuring that all potential or relevant evidence is gathered and secured, and that all necessary evidential chains of custody are established and maintained, in accordance with international criminal law standards; 5. Plans and coordinate the work of experts and consultants to support investigative priorities; 6. Supports community outreach and engagement efforts with communities affected by ISIL (Da’esh) crimes, including religious leaders, civil society, local authorities, and other relevant stakeholders; 7. Reviews and analyses documents and other information collected, stored and preserved through investigative activities; 8. Prepares complete and concise investigation reports, briefs and files, incorporating as necessary-maps, graphs, charts, tables, images and other illustrative devices, also supervising the work of such members of the Team; 8. Conducts additional investigative activities as required, in line with guidance provided by the Senior Investigator and the Director, Office of Field Investigations; 9. Arranges and coordinates witness protection measures, in close consultation with the Witness Protection and Support Unit; 10. Assists in forensic projects when required; 11. Undertakes other duties as required.

Education Advanced university degree (Master's degree or equivalent) in criminology, criminal justice, law, history, political/social science or a related field. Certification of training in criminal investigations is required. A combination of a first-level university degree in police studies or related fields together with formal qualifications and/or certifications in criminal investigations (military, police, federal/national intelligence agencies) in combination with two additional years of qualifying work experience in the field of criminal investigations may be accepted in lieu of the advanced university degree. Formal qualifications and/or certifications in criminal investigations (pursuant to a course of study, training and examinations of a state/national law enforcement institution, a national military academy or a federal/national intelligence service training institution, supplemented with professional development courses and/or certifications involving study, training and examinations in investigatory work) in combination with four additional years of qualifying work experience may be accepted in lieu of the first-level university degree.

Work Experience A minimum of (seven) 7 years of progressively responsible work experience in law enforcement and criminal investigations in cases involving serious breaches of international humanitarian law, such as genocide, crimes against humanity, war crimes, rape and sexual and gender-based violence, murder or international organised crimes is required. Substantial experience in the supervision of complex criminal investigations is required. Experience with an international criminal justice mechanism is desirable. Criminal investigations work experience in the Middle East and North Africa region is desirable. Experience in working in criminal investigations or intelligence analysis in relation to ISIL (Da'esh) is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is funded by trust fund and temporarily available until 30 June 2021. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
