Org. Setting and Reporting This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The post is in the Financial Investigations Team of the Office of Field Investigations. The incumbent will report to the head of financial investigations, through the team’s primary investigator.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq

Responsibilities The Investigation Assistant at the FS-4 level may be responsible for the following duties:

•Assists in the planning, organization and conduct of investigations of alleged violations of international crimes, comprised primarily of war crimes, crimes against humanity, or genocide); •Conducts field investigation activities, either personally or with other investigators, to ensure evidence initially available is preserved for future analysis and investigation. •Assists in investigation fact-finding to identify information, find facts and establish evidence. Based upon the fact-finding, produces and submits investigation reports to appropriate authorities, and conducts post-investigation tasks; •As required, coordinates, collaborates and consults with local Host Country representatives, United Nations and other relevant authorities throughout the investigation process; •Assists with the preparation of reports and documentation, including statistical, or investigative findings. Coordinates meetings to review investigations and related subjects. •Conducts and supports the conduct of forensic interviews of either witnesses or persons of interest, with an aim to uncover or derive elements of the crimes under investigation. •Performs other duties as required.

Competencies Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to investigations; good research, analytical and problem-solving skills; ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities; good management skills. Strong drafting skills required, especially with respect to the preparation of complex reports of investigation. Comprehensive knowledge of United Nations policies, procedures and operations is desirable including good knowledge of the conditions prevailing in areas where the United Nations conducts peacekeeping missions. Proven ability to gather evidence and interview subjects and witnesses; proficiency in software applications used in administrative investigations is desirable. Shows pride in work and in achievements; demonstrates professional competence and mastery in the area of investigations; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; Tailors language, tone, style and format to match the audience; demonstrates openness in sharing information and keeping people informed.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; Solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; Places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education •High school diploma or equivalent. •Formal qualifications and/or certifications in investigations obtained through service with military, police, other governmental or intergovernmental agencies and organizations or private enterprise investigative firms are an advantage.

Work Experience A minimum of six years progressively responsible, full-time experience in professional investigative work. At least one year of directly appliable experience conducting field investigation work in a conflict or post-conflict environment. Three years of experience in conducting investigations of terrorism or into ISIL, specifically is an asset. Prior experience in a business or financial mechanism/function within the context of the middle east is also considered an advantage. Experience in conducting field translation support to investigations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is funded by a trust fund and temporarily available for six months with possible extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
