OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the direct supervision of the Advisor, National Pharmaceutical Supply Management (PROMESS) and the general supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide support for the management of supplies for the PROMESS warehouse; monitor both incoming and outgoing stock, within the stock management system “SAGE”; ensure quality control of stock orders from partners/customers;
  2. Coordinate and prepare inventories and produce reports as per established schedules (weekly, monthly, annually) for the Ministry of Health, other partners and PAHO technical programs;
  3. Verify and resolve any discrepancies between the physical stock and electronic records; provide reports with explanations and recommendations, and implement corrective measures to minimize waste and discrepancies;
  4. Review the physical receipts of the pharmaceutical products issued by the storekeepers and send confirmation of receipt of products received, as per standard operating procedures;
  5. Calculate, on a quarterly basis, the average volume and value of products stored for each technical program and partner in close collaboration with the Administrative and Finance Technician as a basis for reporting to and billing partners and programs;
  6. Update the list of pharmaceutical and medical products available for sale on a monthly basis and ensure that information is updated on the PROMESS website;
  7. Develop, plan, and supervise the distribution of requested stocks, including coordinating with the warehouse manager for the timely and correct preparation, loading and transport of the requested stocks; provide distribution reports and other requested documentation to partners on regular basis;
  8. Estimate, calculate and monitor the procurement of pharmaceutical products through PMIS, taking into consideration aspects of quality assurance as per PAHO/WHO norms and best practices, working in close collaboration with the Administrative & Finance Technician and Pharmacist at PROMESS, and the Procurement and Supply Management Department (PRO);
  9. Supervise personnel managing pharmaceutical requests from partners; ensure that orders are reviewed and processed in a timely and efficient manner;
  10. Produce and send monthly inventory reports to partners, the Ministry of Health and PAHO technical units, including alerts on products that will expire soon to encourage their timely distribution and use;
  11. Ensure that the process of FIFO (First in, First Out) is practiced in PROMESS as well as a monthly verification of the absence of expired products in the warehouses;
  12. Respond to requests by PAHO/WHO, the Ministry of Health and partners for information regarding products stored at PROMESS, providing clear information and stock reports;
  13. Participate actively in the development of 6-month procurement plans for PROMESS taking into account historical information on average monthly distributions, stockouts and lead times for delivery;
  14. Maintain contact with beneficiary institutions and partners, review and approve requisitions, and advise clients upon request;
  15. Participate in the internal review of all documents and procedures related to the management of supplies and stocks in close collaboration with the pharmacist in charge of quality assurance;
  16. Participate in the coaching and training of colleagues in the MSPP/DPMT regarding their role in pharmaceutical drug deliveries and share necessary information to facilitate their involvement;
  17. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: Certificate of completion of high school.

Desirable: Training in data management, project management, logistics/supply chain management or pharmaceutical management would be an asset.

Experience****:

Essential: Six years of experience in inventory procedures and data management in the health-pharmaceutical sector.

Desirable: Work experience in medical stock and data management within the international systems (UN or NGOs) would be an asset.

Technical Expertise:

  • Theoretical and practical knowledge of data management, information and reporting practices for pharmaceutical products.
  • Good knowledge of international and local pharmaceutical markets.
  • Good knowledge of procurement, inventory procedures, and supply and distribution management especially in health / pharmaceutical sector(s).
  • Ability to maintain databases, input data, and prepare reports and documentation including special charts, graphics, and other features.

Languages:

Very good knowledge of French and Haitian Creole with a working knowledge of English.
