International Expert for TVET 2- Higher Education QA&A and Internationalization ------------------------------------------------------------------------------------ **International TVET Expert - (Senior Project Officer)** **OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Baghdad Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 26-April-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **BACKGROUND** -------------- **TVET Reform Phase 1** A key facilitator of TVET reform in Iraq has been the European Union funded TVET Reform Project implemented over the last 5 years (2016/20) by UNESCO working in partnership with government under the leadership of Prime Minister’s Advisory Committee. To its credit, the Phase 1 of the TVET reform programme made significant progress in respect to: - Mapping new coordinated institutional arrangements for TVET - Developing a national Technical and Vocational Qualifications Framework - Developing and piloting guidelines for Quality Assurance and Accreditation of TVET - Undertaking 8 comprehensive labour market and skill analysis - Developing a framework for private sector participation in TVET - Developing competency-based curriculum for 3 sectors and 4 levels and piloting modules at Level 1 - Improving the quality of careers guidance in TVET - Developing, at scale, the capacities of existing officials, institutional leaders, teachers and trainers across the TVET system - Raising public awareness about the important economic role played by TVET sector. **TVET Reform Phase 2** The TVET Reform Phase 2 builds on the achievements of Phase 1 and operationalizes the policy instruments and the institutional mechanisms established during the Phase 1. To support these efforts, UNESCO with funding from the EU is implementing the TVET-2 project. The TVET-2 project supports the Government of Iraq in implementing its initiative "Centres of Vocational Excellence (CoVE)" . The CoVE programme has three interlinked pillars: i. improving the quality of provision, ii. improving the outcomes for learners and employers, and iii. improved TVET infrastructure. **Goal and objectives of TVET 2** **The overall goal (impact) of TVET 2 is to increase inclusive access to skills development services and assets, thereby contributing to improved employability and socio-economic status.** TVET 2 has three specific objectives, with expected results as follows. **Objective 1** To strengthen MoE national and Directorate systems and capacities for quality management, curriculum and labour market alignment for Technical, Vocational Education and Training **Objective 2** To enhance the performance of selected vocational schools to create and operate Centres of Excellence **Objective 3** To develop higher education institutions’ systems and leadership for meeting local skills needs and international recognition of qualifications In addition to the TVET -2 project, UNESCO is implementing following projects, which also contribute to the ongoing TVET reform in the country: - Reviving Basra and Mosul Old Cities – European Union - Job creation for youth in Mosul - a centre of vocational excellence in construction skills supporting labour market outcomes – Government of Japan - Enhancing Employability for Vulnerable Youth in Ninawa, Iraq 2022 - 2024 - confirmed project of the Korean International Cooperation Agency (KOICA) under UNESCO’s ongoing Reviving the Spirit of Mosul initiative. Scope of Work ------------- UNESCO is recruiting a full time International TVET Consultant (Senior Project Officer) to lead the implementation of the project. **Scope of work:** Under the overall authority of the UNESCO Director in Iraq and supervision of the Chief of Education Unit, the Consultant shall act as Senior Project Officer for TVET 2 and as an internal adviser for all issues concerning TVET, actively participating in meetings with donors and beneficiaries as assigned by the Chief of Education. The Consultant’s role as the Project manage the TVET 2 project will include but not be limited to: - Articulate a detailed workpan based on the original project documents and agreed budget - Support and manage day to day implementation of project activities including the supervision of Project Officers, national and internal consltants/experts and Project Assistant - Ensure UNESCO administrative, finacial, procurement and contracting rules are strictly adhered to - Monitor and report on budgets, allocations and contract status - Be responsible for the production of all major reports on project activities and ensure deadlines and quality standards are all met - Ensure effective communication with the EU, the Government and the beneficiaries of the project. - Represent UNESCO in Agency forums and working groups - Undertake mission travels to the TVET 2 project locations to monitor project implementation, review progress and build relationships with beneficiaries - Ensure timely recruitment of national and international experts, brief and schedule mobilization and supervise their work and manage the consultancy agreements ensuring the deliverables are produced as per scope of work and workplan - Ensure effective monitoring and supervision of Implementation Partners (IP) - Ensure effective visiblity of the project results and achievements - Ensure Secretariat for the TVET-2 Project Steering Committee including organization of the bi-annual meetings with appropraite beneficiary representation - Provide advice on all issues concerning TVET including support in the development of proposal for potential new TVET projects to complement and build on the ongoing initiatives/projects Project duration and deliverables --------------------------------- **Project duration: 30 months with 2 implementation phases** - **Inception Phase (30 days)** - Conduct desk based research for results/outputs and outcomes within Objective 3. Contact government and other partners involved from TVET1 to discuss feasibility of plan and next steps. Review developments since the end of TVET 1. - Identify the key stakeholders and champions and consult with them on the proposed work plan. - Prepare the and submit the Inception Report including delivery work plan. - **Implementation Phase (30 Months)** - In addition to the Project deliverables defined in the work plan and project proposal the Consultant will submit a monthly report detailing the tasks conducted during the reporting period as well as the next steps and foreseen activities for the coming month. Previous experience in TVET in Iraq is an asset. - Excellent planning and reporting skills - Good facilitation skills; excellent communication capabilities; ability to adapt to dynamic environments - Extensive (over 7years) experience liaising with with senior officials within Donors, government and educators - Excellent knowledge of English; knowledge of Arabic would be an advantage - Ability to work effectively in a multicultural/multinational environment - A commitment to UN values of non-discrimination on the basis of race, gender, economic status, or religion. **Skills/Competencies** \- Strong interpersonal and networking skills; \- Highly organized and self-motivated; \- Capacity to collaborate and positively engage with a range of partners and beneficiaries, including national/local authorities as well as key stakeholders in civil society including the private sector, and international development partners and embassies; \- Demonstrated personal sensitivity and commitment to the values and principles of equity, gender equality and cultural diversity; and \- Excellent ICT skills including MS Word, Excel, PowerPoint, Outlook and related programs. **Languages** \- Excellent written and spoken English.
