Result of Service The Consultant will provide technical and policy support in Stakeholder management, provide global perspective, policy analysis; national technology and policy review within the Cambodian context, review and drafting of technical and policy reports, and supporting UNEP/ESCAP team in the execution of technical deliverables under the project.

Output expectations

1. Stakeholder management including real estate developers, building owners, architects, engineers, auditors and governments to map key building typologies and applicability of PCS in different climate conditions 2. Review and development of the Minimum performance provisions for PCS outlined in “Design Guidelines for Passive Cooling of Buildings in Cambodia” completed 3. Review, inter-ministry consultations and development of the Compendium of PCS applicable and available in the country/region published. PCS technology solution providers for development of the vendors directory in the compendium. 4. Advise on the identification of a new or existing building for the demonstration project on the integration of PCS. 5. The integrated 4-day design charrette organized for the demonstration building to define the design and implementation brief for PCS is delivered. 6. Development of ASEAN regional guideline. 7. Outreach and training materials designed and prepared and presented to targeted building developers, designers, end-users.

Duties and Responsibilities United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) and United Nations Environment Programme (UNEP) are supporting the Government of Cambodia to implement the project “Passive Cooling Strategies for Sustainable Development in Cambodia” funded by the Clean Cooling Collaborative (CCC) under the framework of Cool Coalition. This project aims to support the Government of Cambodia to pursue impactful measures to reduce cooling demand in buildings and cities, with a focus on Passive Cooling Solutions (PCS) and mitigation of the Urban Heat Island Effect (UHIE). It aims to accelerate implementation of passive cooling strategies in the building sector of Cambodia through relevant policy changes and in accordance with the updated NDC 2020 of Cambodia.

UNEP is also collaborating with UN ESCAP and the Government of Cambodia through the General Directorate of Environmental Protection and the National Council for Sustainable Development of the Ministry of Environment and other relevant ministries in the context of the Cool Coalition to develop the country’s National Cooling Action Plan. The current project will be one of the first actions under the NCAP that will be implemented in the country.

A consultant is needed to provide support in execution of technical deliverables to the implementation team as the “International Technical Advisor”. The Consultant will provide technical and policy support in data collection and technical assessment; conduct technical consultations; national technology & policy review in the Cambodia context. Review and drafting of technical reports and engagement with local experts.

Qualifications/special skills The consultant should have post graduate qualifications in architecture, urban planning, engineering, energy or a related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 12 years in a relevant field of work, with several years focus on building energy management, building design, cooling or environment. Practical experience in facilitating multi-stakeholder engagement, institutional support and capacity building is essential. Experience working with the Government of Cambodia is an asset. Professional experience of working with UN projects would be an added advantage.

Languages Fluency in written and oral English is required.

Additional Information Confirmed knowledge on the Cambodian buildings and construction sector, institutional structures, and urban policy and regulatory frameworks and processes. Possesses strong analytical skills and the ability to proactively seek inputs and lead consultations with a variety of stakeholders.
