Organizational Setting

This project is a part of larger programme aimed at promoting green investment that increases efficiency and competitiveness, thus reducing dependency of communities on direct uses of resources (i.e., wood and pasture) and improving their livelihoods through benefits gained by improving ecosystem functions and diversification of livelihood opportunities for women and men.

In this context the project activities would be both aligned to the immediate needs, particularly those associated with the post-COVID socio-economic rehabilitation framework, as well as longer term development challenges associated with Agenda 2030 and beyond.

Reporting Lines

Under the overall supervision of the Assistant FAO Representative in Kyrgyzstan and direct supervision of the Lead Technical Officer (LTO), in close coordination with the national counterpart, the National Project Coordinator (NPC), and with other project international and national consultants, the International Consultant on Geographic Indications (GIs) Marketing Strategies will undertake the following duties:

Agro-industrial Clusters in Kyrgyzstan.

Tasks and responsibilities

The Project “Promoting accelerated green investment in agriculture through capacity building of national financial institutions”, together with the Government of Kyrgyz Republic (GOK) and the Russian-Kyrgyz Development Fund (RKDF). The International Expert on Geographic Indications (GIs) Marketing Strategies will provide high-level support to achieve the project objectives and outputs. - Provide support to a newly established National Working Group on GI by Ministry of Agriculture - Review of international experience of use of GIs for marketing with a particular focus on sub-sectors which might be of importance and relevance for Kyrgyzstan; - Suggest respective policy, regulatory and institutional framework for promoting GI; - Prepare a work plan for the development of three (3) marketing strategies for setting GIs in Kyrgyzstan, including the work two national consultants. Guide the national consultants in the development of their duties. Review, revise and complete their work as necessary to ensure the final delivery of all tasks; - Develop three (3 ) marketing strategies for three products selected in consultation with the project stakeholders (e.g. (Djalal-Abad walnut, Kyrgyz yak meat, Kyrgyz white honey); - Provide technical assistance to the National Working Group on GIs to prepare technical specifications, codes of practices, internal and external control plans - Conduct series of trainings both for staff members of respective public institutions as well as for the engaged private sector representatives and business associations. - Present the developed marketing strategies, including how to improve marketing and digital marketing strategies, at a Workshop / Round Table with participation of national and international stakeholders; - Work in close coordination with the Project Team, in particular with the International/National consultants on Policy and Institutional framework for GIs, the National Project Coordinator (NPC), the national counterparts, and other project international and national consultants; - Perform any other duties when required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

- University degree in agricultural sciences/agro-economy/economics, or related field. - At least 5 years of working experience in geographical indications for marketing, agricultural and agri business development. - Working knowledge of English and limited knowledge of one of the other languages preferably Russian.

Technical/Functional Skills

- Research, data analysis, analytical and reporting skills. - Specific commodity-specific expertise in walnut, yak meat, and / or white honey would be an asset. The person would ideally have expertise in more than one element of the chains, for example agronomy, environmental/resource conditions, post-harvest handling, value addition, market linkages, etc
