Organizational Setting

FAO's Representation in Zimbabwe is responsible for ensuring that FAO’s role to support the country’s and partners efforts to manage risks for individuals, institutions, and systems through an effective coordination for managing and building risk informed and risk driven resilience actions with humanitarian and development actors in the sector of agriculture and food security.

- It supports countries and partners in preparing for and effectively responding to food and agricultural threats and crises; - It ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, coleader ship with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. - It supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses - It plays a major role in the development and leadership of the Organization’s programme to “increase the resilience of livelihoods to food and agriculture threats and crises” (SP5).

The position is located in FAO Representation/Subregional Office for Southern Africa, Harare, Zimbabwe

Reporting Lines The Consultant/PSA will work under the overall managerial and administrative leadership of the FAO Representative/Sub-Regional Coordinator for Southern Africa, and the direct supervision of the Head of Programme/Deputy FAO Representative.

Technical Focus Under the Programme Unit in the Representation, the incumbent will provide support in strengthening relationships with key resource partners supporting FAO’s Resilience and Development Programme: this area of work covers the liaison with resource partners and the development of partnerships to mobilize voluntary resources and capacities in support of country emergency preparedness, response, and recovery as part of the overall resilience strategic programme. The Consultant/PSA will work closely with the Resource Mobilization and Communication Unit in FAO Headquarters as well as with development resource partners to understand their priorities, funding streams and visibility requirements.

Tasks and Responsibilities

  • Support the FAO Programme Unit to design and support the implementation of resilience strategy with regard to food and agriculture programmes in emergencies and resilience building contexts;
  • Lead the elaboration of knowledge products such as country studies, briefs and reports;
  • Provide technical support to food security and nutrition related analyses and tools at global, regional and country levels;
  • Contribute to the elaboration of capacity building materials and trainings on integrating nutrition in resilience and emergency projects;
  • Advocate for support to FAO’s Resilience and Development activities and identify funding opportunities in the context of FAO Strategic Framework;
  • Be knowledgeable of resource partners’ rules and regulations, strategic priorities, funding streams, visibility and reporting requirements and advise concerned staff at Headquarters and in decentralized offices;
  • Participate and contribute to meetings with specific donors;
  • Perform other related duties as required.

Impact of work The incumbent’s work is expected to have impact on the timely and efficient delivery of assistance to resilience development activities in the FAO Representation for Zimbabwe.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in a subject related to the work of the Organization. Advanced degree is an asset;
  • At least 1 year (Category C) or 5 years (Category B) of experience in resource mobilization, programme management, partnerships, communication and advocacy, solid understanding of the humanitarian context;
  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants. For PSA.SBS working knowledge of English will be sufficient.

Technical Skills

  • Work experience in more than one location or area of work, particularly in field positions, is desirable;
  • Experience in the field of resource mobilization and programme management, preferably in humanitarian settings;
  • Ability to write clearly, concisely and effectively;
  • Work experience in the areas of advocacy and communication is considered an asset;
  • Knowledge of UN or standard operational rules and procedures and project/programme administrative management procedures is considered an asset;
  • Ability to work independently, under time pressure and meet deadlines;
  • Thoroughness and reliability, sense of diplomacy and tact
