Organizational Setting

The main aim of FAO Country Offices, headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO Lao PDR assists the Government to develop policies, programmes and projects to address the root causes of hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhancing rural livelihoods, as well as supporting the food and nutrition security and early warning activities responding to increase the resilience of livelihoods to food and agriculture threats and crises.

GCP/LAO/030/ROK Project entitled Building Climate-Resilient and Eco-friendly Agriculture Systems and Livelihoods in Attapeu (Climate REAL) under the Integrated Programme for Climate Resilience and Empowerment in Attapeu Province, Lao PDR is aiming to address the identified gaps and weaknesses in the current agriculture system in Attapeu Province. The project is expected to achieve three outcomes: (1) Climate resilient and eco-friendly agriculture production and agriculture business management improved; (2) Household and community water management and disaster resilience enhanced and (3) Local government and communities’ capacities for DRM/CCA in the agriculture sector strengthened

Reporting Lines

Under the functional supervision of the FAO Representative in Lao PDR, direct supervision of the Operations Specialist in FAO Representation in Lao PDR and in close collaboration with the National Programme Management Consultant and the National Project Coordinator.

Technical Focus

Project Management, Agriculture Production, Agribusiness, Disaster Risk Management.

Tasks and responsibilities

  • plan, coordinate and oversee the project’s activities and ensure that all outputs delivered in appropriate quality and on schedule;
  • support with a project office set up, coordinate recruitment of core project staff, development of a detailed work plan, procurement plan and mechanisms for implementation and monitoring and evaluation of coordinate the work in the field;
  • establish contact with counterpart organizations in the Lao People's Democratic Republic including government, development partners, NGOs, CSOs and others;
  • Ensure regular updates and timely information for the donors and government counterparts;
  • support coordination with government departments at all levels including National, Provincial and District Offices for project implementation;
  • ensure all operational procedures are completed in timely manner for provision of inputs for project implementation
  • ensure that FAOR and the management are kept updated on the project progress;
  • highlight project roadblocks in timely manner to management and propose timely solutions;
  • prepare the project progress reports and final report with sufficient supporting documents;
  • preparing Project Concept Notes and provide inputs in project formulation for future activities and;
  • perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in social sciences, business administration, agriculture, agribusiness or related field to the work of the Organization;
  • Working knowledge of English (C Level) and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, and Russian) for COF.REG. For PSA.SBS a working knowledge of English;
  • At least one year experience in managing projects and/or risk management.

Technical/Functional Skills

  • Work experience in more than one location or area of work is desirable
  • Extent and relevance of experience in liaison and coordination with multiple stakeholders

  • Extent and relevance of experience in report writing
  • Familiarity with the work of the UN system Understanding of FAO implementation modalities and systems (e.g. FPMIS)
  • Excellent communication skills
  • Knowledge management experience, especially related to FAO, may be considered an asset
  • Demonstrated ability to formulate, draft and finalize clear technical and policy documents, guidelines and manuals, in English

Additional Selection Criteria

  • Working knowledge of Korean would be a strong asset.
