The consultant will work with HCT members to strengthen the system of skills and accountabilities

that will sustainably position protection risks/issues at the centre of humanitarian operations. The main purpose of

the HCT protection strategy is to mobilize a comprehensive, system-wide and multisector effort to prevent and

respond to the most serious protection risks facing affected populations as well as to prevent and mitigate recurrences

of violations.

Specific Tasks:

The consultant will provide technical guidance and support to build the humanitarian team’s capacities to

fulfil protection commitments and agree on strategic protection priorities. This work encompasses the following main areas:

 Engage the HCT, the clusters/technical working groups to ensure their full understanding and application of

the concept of Centrality of Protection.

 Support the protection Cluster in the development of the initial analysis guiding the development of the HCT

Protection Strategy and mechanisms to ensure regular collective updates

 Carry out a Protection capacity assessment across sectors

 In consultation with all key stakeholders, lead the formulation and development of overarching HCT

protection strategies document and accompanying action plan, in line with the IASC Policy on Protection in

Humanitarian Action.

 Support the development of a Monitoring and Accountability Framework to guide monitoring of progress

achieved in implementing the Strategy and subsequent revisions and updates.

 Strengthen capacity in collaboration with the Protection Cluster, national counterparts, I/NGOs on global

and national protection policies, standards, guidelines and tools.

This should include analysis of most severe protection risks, drivers and vulnerabilities, impact as well as individuals/

communities most at risk.

Duration for this assignment:

The total duration of this consultancy assignment will for for 4 months. This consultancy will be home-based.

Education

Advanced university degree in International Humanitarian Law, Human Rights Law, Social Sciences or a related technical field.

Work Experience

 Ten years progressively, responsible professional work experience at the national and international levels in

programme design, planning and management in the fields of Human Rights, Humanitarian Action and

Coordination, International Development, Protection

 Experience developing multi-sectorial strategies

 Familiarity with DRR planning and implementation processes

 Experience working in disaster response or complex emergencies required

 Experience working within a government-led coordination mechanism a plus

 Relevant experience within the UN system or an international organization

Competencies

 Familiar with latest conceptual and operational in the area of international development, humanitarian

policy, human rights, humanitarian protection.

 Demonstrated knowledge of the humanitarian system architecture and coordination mechanisms.

 Proven ability to conceptualize and develop strategies.

 Capacity to translate concepts into operational strategies and action plans.

 Good analytical, negotiation, communication and advocacy skills.

 Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working

relationships both within and outside the organization.

 Computer skills, including internet navigation and various office applications.

 Fluency in English. Knowledge of Nepali an asset.
