Background:

Within South Eastern Europe, the impact of uncontrolled proliferation and possession of Small Arms and Light Weapons (SALW), ammunition and explosives continues to constitute a major threat to public safety, as well as social, and economic development. Poorly controlled and illegal SALW contribute to the continued proliferation of armed violence in the public and private domain as well as to criminal elements and instability, by acting as the enablers of violence and insecurity.

The use of trained service dogs (K-9), as an additional technique for detection of SALW and explosives, could be optimised throughout the region in order to serve as an effective support towards the activities of prevention and suppression.

The OSCE Mission in Kosovo (Mission) / Police Development and Monitoring Section (PDMS) in co-ordination with Conflict Prevention Centre / Forum for Security Cooperation - Support Section (OSCE FSC SS) developed the ExB project titled “Support to the strengthening of the Canine (K-9) capacity of the police services to detect and confiscate SALW, ammunition and explosives” aimed at supporting and improving the detection capability of Kosovo Police (KP) K9 Unit that, once combined with other investigative methods, could significantly improve the investigative capabilities to tackle the proliferation and possession of SALW, ammunition and explosives throughout the region.

The project is contributing to the implementation of the SALW Roadmap, adopted after the Western Balkans (WB) Summit which was held in London on 10 July 2018, where the leaders from the WB and like-minded European partners pledged to strengthen their security co-operation with the WB counterparts. The SALW Roadmap is guiding and consensual document developed and owned by the regional institutions, in an effort to achieve a sustainable solution to the illegal possession, misuse and trafficking of SALW/firearms, and its ammunition, in the WB. The project foresees various activities designed to enhance the existing K-9 capability of Kosovo Police and its direct contribution towards prevention, suppression and investigation of SALW, ammunition, and explosives misuse and trafficking in the WB.

To ensure the objectives of the project, the PDMS is looking for an international consultant to deliver an advanced training on dog handlers in the area of SALW for KP officers and instructors from KP K9 Unit who are engaged in countering the proliferation, misuse and trafficking of SALW.

The knowledge acquired through this training will support the KP officers and instructors from KP K9 Unit involved in advancing their practical skills and enhance their knowledge on the dog handling specifically in the area of Small arms and light weapons and explosives.

The training will cover the following areas:

  • Detection and searching techniques for small arms and light weapons in buildings/facilities, vehicles and open terrain;
  • Scenting techniques for different small arms and light weapons and related parts;
  • Scenting techniques for different explosives and related components.

Objective of Assignment:

The objective of this activity is to advance the practical skills and enhance the knowledge of K9 officers and their dogs on detection and searching techniques for small arms and light weapons in buildings/facilities, vehicles and open terrain and scenting techniques for different small arms and light weapons and related parts and explosives and related components.

Duration of Assignment:

The duration of the consultancy is twenty-six (26) working days.

Tasks and Responsibilities:

Under the supervision of the PDMS Project Team, the international expert shall:

  • Develop the training methodology and materials in consultation with the PDMS Project Team;
  • Deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies as agreed with the Project Manager;
  • A pre and post-training evaluation questionnaire satisfactorily incorporating the Project Team comments and submit to the Activity Manager in electronic form/as agreed with the Project Manager;
  • Deliver five (5) days of advanced training on dog handling in the area of SALW for 15 (fifteen) KP officers and instructors from KP K9 Unit;
  • Provide advice on the sustainability of the training program in the area relevant to SALW;
  • Produce the final consultancy report and recommendations for further action.

Deliverables:

  • By 15 August 2022 submit the draft training plan satisfactorily incorporating the PDMS Project Team comments, if applicable, to the PDMS Activity Manager in electronic form;
  • By 22 August 2022 prepare the final training agenda, presentations, exercises, case studies and training evaluation questionnaire satisfactorily incorporating the PDMS Project Team comments, if applicable, and submit in electronic form to the PDMS Activity Manager;
  • From 05 to 30 September 2022 deliver twenty (20) days advanced training on dog handling in the area of SALW for 15 (fifteen) KP officers and instructors from KP K9 Unit. The training will last from 9 am until 3.45 pm each day;
  • By 15 October 2022submit to the PDMS Activity Manager the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the training programme in the relevant area.

Performance Indicators

  • Submitted the training plan incorporating the PDMS Project Team comments, if applicable, to the PDMS Activity Manager on time, in the agreed form and of quality satisfactory to the PDMS Activity Manager;
  • Submitted the agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the PDMS Project Team comments, if applicable, to the PDMS Activity Manager on time, in the agreed form and of quality satisfactory to the PDMS Activity Manager;
  • Delivered the twenty (20) days advanced training on dog handling in the area of SALW to 15 (fifteen) KP officers and instructors from KP K9 Unit;
  • Submitted the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the training programme in the relevant area, in the agreed form and of quality satisfactory to the PDMS Activity Manager.

Necessary Qualifications:

  • University degree or police college and other vocational training related to dog training;
  • Minimum 10 years of professional experience at national and/or international level;
  • Experience in the field of training delivering and/or teaching;
  • Knowledge of K9 capabilities and how to use them in the context of SALW;
  • Excellent oral and written English language skills and the ability to draft documents clearly and concisely;
  • Strong ability to carry out work independently;
  • Flexibility and ability to work under pressure in a challenging environment and within limited time frames;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender;
  • Flexibility, adaptability and the ability to work under pressure and within limited time frames.

Remuneration Package:

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
