Duties and Responsibilities UNEP is an Implementing Agency of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP’s OzonAction’s Compliance Action Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided adequate advisory services, capacity building and technical assistance to implement activities approved by the MLF’s Executive Committee (ExCom). At the same time, the global programme management services ensure that the ExCom receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground.

The ExCom approved funding for UNEP (a lead agency) to conduct the verification of national HCFC consumption as part of the activities for the implementation of the HPMP in Barbados (Inventory code-BAR/PHA/86/TAS/30) and Guyana (Inventory code-GUY/PHA/86/TAS/34). The funds for Barbados and Guyana were approved by 86th ExCom Meeting. Both countries implement a staged approach strategy of HCFC Phase-out Management Plan (HPMP).

Based on the ExCom decision 86/34 ("…to ensure that the verification reports covered all the years since the approval of the previous tranche, including the year of the approval of that tranche"), the reports need to be submitted on the achievement of consumption targets of Guyana for the years 2019-2022. For this purpose, UNEP will engage an independent consultant to enable completion of outputs 4 and 5 related to the Barbados´s and Guyana´s Final Verification Report associated with the expired PO 2500285016.

The consultant will assist UNEP in the Verification of hydrochlorofluorocarbon (HCFC) consumption in Barbados and Guyana, providing technical assistance during the review process the both verification reports and facilitate UNEP’s submission to the 92nd Executive Committee (ExCom-92), as listed in 4.2 of this Terms of Reference, was hired through the PO 2500285016, the new contract is to enable completion of outputs 4 and 5 related to the Barbados´s and Guyana´s Final Verification Report. Outputs 1, 2 and 3 were delivered under previous expired contract.

Qualifications/special skills Advanced University Degree (Master’s Degree or equivalent) in Environmental science/Environmental policy/Engineering or similar is required. A First-level University degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

At least 7 years of work experience in relation to the Montreal Protocol is required.

Proven experience in customs and excise operations, including detection of illegal trade is desirable.

Experience in writing and reviewing technical project proposals is desirable.

Familiarity with the control measures under the Montreal Protocol and MLF policies and procedures is desirable.

Expertise with policy and technical expertise related to the implementation of the Montreal Protocol in developing countries is desirable.

Languages Excellent written communication skills in English are required.

Additional Information Objectives:

To provide the technical assistance during the review process of the verification report in terms of compliance with ExCom guidelines/policies for submission to ExCom-90 and to assist UNEP in the verification of HCFC consumption in Guyana and Barbados for the years 2019 - 2022.

Expected Outputs:

Output 1: High-quality final verification report, for Barbados, taking into account the Government’s and UNEP’s comments and in accordance with ExCom’s guidelines.

Output 2: High-quality final verification report, for Guyana, taking into account the Government’s and UNEP’s comments and in accordance with ExCom’s guidelines.

The consultant will be responsible for the following actions:

- Preparing final of Verification Report on the implementation of the HCFC phase- out management plan in Barbados (Inventory Code-BAR/PHA/86/TAS/30). The verification of national consumption targets for the multi-year agreements are to be in line with the Guidelines approved by ExCom at its 46th meeting (Annex XIII) and also should be taking into account requirements listed in ANNEX 1 of this ToR.

- Preparing final of Verification Report on the implementation of the HCFC phase- out management plan in Guyana (Inventory Code-GUY/PHA/86/TAS/34). The verification of national consumption targets for the multi-year agreements are to be in line with the Guidelines approved by ExCom at its 46th meeting (Annex XIII) and also should be taking into account requirements listed in ANNEX 1 of this ToR.
