Result of Service With regard to the goals and objectives of UNDAF+ 2018-2022, this exercise aims to assess quantitatively and qualitatively the UN's contribution to achieving : - (i) the national priorities contained in the RCPCA - (ii) the progress made by the CAR towards achieving the SDGs. This evaluation will be an independent exercise to review the overall expected and unexpected results of UNS cooperation in CAR, which will feed into the new UN Sustainable Development Cooperation Framework (UNSDCF) 2023-27.

Background The government of the Central African Republic, in partnership with its technical and financial partners, has developed its National Recovery and Peacebuilding Plan (RCPCA) covering the period 2017 - 2021. The RCPCA is based on three (3) pillars, namely (I) Restoring peace, security and reconciliation, (II) Renewing the social contract between the State and the population and (III) Promoting economic recovery and the revival of productive sectors. This strategic plan constitutes the reference framework that guides all TFPs working in the country. While ensuring its alignment with the RCPCA, the United Nations country team has structured its UNDAF+ around three (3) strategic axes, namely (I) Consolidation of peace, security and social cohesion, (II) Social welfare and equity, (III) Sustainable economic recovery and its Humanitarian - Development and Peace (HDP) nexus component. In conjunction with the evaluation of the National Recovery and Peacebuilding Plan (RCPCA) and in accordance with UN principles, a final evaluation of UNDAF+ 2018-2022 is being conducted to take stock of progress towards the strategic outcomes and the SDGs, draw lessons, interrogate other key parameters of the strategy and lay the groundwork for the next planning cycle, namely the UNSDCF. The rationale for the final independent evaluation is to report on the results achieved through the implementation of UNDAF+. This final evaluation of UNDAF+ 2018-2022, which is the subject of these terms of reference, is intended to examine, for the entire UNDAF+ cycle, the progress made in relation to the expected results and the changes that have taken place in the lives of the people. This final evaluation should support the accountability of the United Nations system to UNDAF+ stakeholders through objective verification of the results achieved and an assessment of how, through UNDAF+, the United Nations system has contributed more effectively and efficiently to national development and capacity-building efforts. This evaluation should also make it possible to highlight the difficulties, weaknesses and constraints during the years of implementation and to bring out the achievements, successes and results recorded and which have had a positive impact on the country's recovery. Thus, lessons (what worked/not worked, and why) will be drawn out to inform the government as well as all development partners and to inform decision making for the next programme cycles including the UNSDCF 2023-2027.

Duties and Responsibilities The consultant will report to the Evaluations Manager and undertake the following duties; - Take stock of achievements, examine major developments and new development challenges that have arisen during the implementation of UNDAF+; - Assess how effectively the UN has implemented the strategic outcomes, including consideration of UN programming principles such as human rights, gender equality, inclusion of youth and the vulnerable, as well as "leaving no one behind", sustainability and resilience; - Assess how the management and coordination mechanisms implemented by the UNS in CAR have supported the implementation of UNDAF+ 2018-2022, including the analysis of partnerships, resource mobilization, adequacy of resources in relation to expected results, communication mechanisms and strategy around UNDAF+ ; - Identify constraints and lessons learned from the implementation of UNDAF+, and formulate concrete recommendations and orientations to be taken into account in the formulation of the next cooperation framework. These recommendations and guidelines could also formulate hypotheses on how to take the COVID-19 epidemic into account in the preparation of the next UNSDCF.

Scope of the Evaluation The evaluation will cover the programmatic outcomes and results of UNDAF+ 2018-2022. It will touch on the design, implementation and coordination processes that have underpinned UNS interventions. In terms of geographical coverage, it will cover the whole of the Central African Republic, since the UNDAF+ interventions cover the whole country. However, the areas of concentration of interventions will have to be targeted and highlighted by the evaluation team. With regard to the period covered by the evaluation, it will be from 2018 to 2021, as UNDAF+ implementation continues until 2022. However, the evaluation may also take into account potential results that may be achieved at the end of the UNDAF+ cycle in 2022. The Government, UNS, technical and financial partners, civil society, the private sector, and local and administrative authorities will be the users of this evaluation.

Qualifications/special skills Academic Qualifications: - Postgraduate degree in social sciences, economics, international relations, or other relevant discipline. Specialized training in program and project management and evaluation is required. Experience: - At least ten years of experience in programme management, programme analysis (framework programmes or strategies) and/or monitoring and evaluation is required.

  • Experience in conducting evaluation of development programmes, including framework development programmes, and strategic development plans is required;

  • Expertise and experience in managing multidisciplinary teams in the formulation and evaluation of framework or strategic programs is required;

  • Experience and expertise in statistical data collection and analysis is desirable;

  • Demonstrated expertise in writing and editing technical and other reports is required;

  • Proven experience in gender and human rights analysis is required.

  • Experience in program evaluation in a conflict country would be an asset Language: English and French are the official working languages of the United Nations. For this assignment, fluency in French is required. Fluency in English is also desirable.

    Additional Information This evaluation, which is the subject of these terms of reference, is an independent exercise, conducted by a team of programme evaluation specialists led by one or more international consultants supported by national consultants. It will follow UNEG's evaluation standards and ethical guidelines. The evaluation will use a combination of document reviews, direct and secondary quantitative data analysis, individual interviews with key informants and focus groups to collect data. The evaluation team will develop the evaluation methodology in line with the evaluation approach and design tools to collect appropriate data and information as robust, evidence-based answers to the overall evaluation questions. The methodological design will include: - An analytical framework; - A strategy for data collection and analysis ; - Specially designed tools; - An evaluation matrix ; - And a detailed work plan.
