Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security.

In the field of Energy Security, the Office’s engagement is based on several Ministerial Council Decisions expressing the need to increase the capacity of OSCE participating States to address a wide range of energy challenges, from the need to strengthen the resilience of energy networks to reducing the environmental footprint of energy usage, production and transport.

The Unit provides strategic policy advice to the 57 participating States in support of pathways to sustainable and secure energy and executing various capacity-building, training and policy support activities to foster regional energy security. Amongst others, the Unit implements projects on the protection of critical energy infrastructure, improving the environmental footprint of energy-related activities, and promoting the role of women in the energy sector. The Office also organizes a yearly high-level strategic dialogue on energy security issues which involves leading decision makers and strategic minds from energy companies, governments, civil society and academia in Vienna.

Objective of Assignment:

To enrich its roster of experts and consultants for contractual engagement, the OCEEA calls for applications of junior and senior international consultants in the field of:

  • Energy security
  • Critical energy infrastructure protection
  • Energy sustainability
  • Energy efficiency
  • Electricity generation and transmission
  • Gender-equality in the energy sector
  • Energy and climate communication
  • Energy coaching, talent scouting and capacity building
  • Programming of digital platform / interfaces / APIs in the energy and trade sector
  • Climate and energy data modelling & research

Duration of Assignment:

The duration of the assignments/consultancies will depend on specific project/activity.

Tasks and Responsibilities:

The OSCE is looking for professionals with demonstrated experience working in one or more of the energy-related areas mentioned in this call. Once admitted to the roster, the selected experts could be hired by the Energy Team of the Office of the Co-ordinator of OSCE Economic and Environmental Activities to provide technical advice and deliverables in support of the Office's projects and activities in the energy field.

Necessary Qualifications:

  • Second-level degree in international relations, energy and sustainability issues, or other relevant fields;
  • Minimum 4 years of professional or academic experience in one or more of the abovementioned areas of expertise;
  • Experience and political understanding of energy related challenges in the OSCE region;
  • Excellent analytical and writing skills;
  • Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
