Background:

The OSCE and its participating States have recognized that “corruption represents one of the major impediments to the prosperity and sustainable development of the participating States that undermines their stability and security and threatens the OSCE’s shared values”. The Organization has therefore adopted multiple measures to address the problem. As part of its efforts to uncover the impacts of corruption on women and girls and to promote gender-responsive policies in the field of anti-corruption, the OSCE/OSG Gender Issues Programme is hiring a consultant to draft a research paper on how corruption affects women in the access to natural resources.

“WIN for Women and Men: Strengthening Comprehensive Security through Innovating and Networking for Gender Equality (WIN)” is as a multi-year extra-budgetary project aimed at accelerating the implementation of the gender equality commitments in the OSCE region. Capitalizing on the OSCE’s comparative advantage in bridging global and regional good practices with local initiatives, the project works across all three OSCE dimensions of security. It develops tools, knowledge products, builds confidence and capacity, and strengthens networks of women peacebuilders, elected officials, security professionals and young women.

The competition for potential huge revenues from natural resources sectors makes it fertile ground for corruption. While the OSCE is increasingly paying attention to this field of corruption, the gender aspect attracts less interest. We know that there are substantial gender differences in the use and management of natural resources, and that corruption impacts women and men differently.

The Paper will be based on desk review of the existing academic literature on the nexus between gender, corruption and natural resources with possible interviews with practitioners working in this field.

Objective of Assignment:

The OSCE Gender Issues Programme/WIN Project is looking for a consultant or team of consultants to write a research paper on the gendered aspects of corruption in the access to natural resources. The expert(s) will work under the direct guidance of the WIN Project Manager and in close cooperation and coordination with relevant Gender Advisers.

Duration of Assignment:

The duration of assignment will be 25 working days.

Tasks and Responsibilities:

The overall task of the assignment is to provide a desk study on gendered aspects of corruption in access to natural resources, relevant to the OSCE area. The consultant will work from home in consultation with the OSCE Gender Section, and perform the following tasks:

  1. Undertaking a mapping of existing research done on gendered aspects of corruption in natural resources from different academic disciplines and different methodologies;
  2. Identifying how and why women are exposed to corruption in natural resources;
  3. Identifying sector-specific risks of gendered corruption (for example in extractive industries, forestry, mining, water, etc.);
  4. Producing policy recommendations for the OSCE.

The final product should entail the research paper of maximum 25 pages (A4, font 12, normal spacing), and an executive summary with the main conclusions and recommendations of maximum 2 pages. Proper source references should be included.

Deliverables:

As main output, the expert will be expected to deliver a final paper on the gendered aspects of corruption in the access to natural resources.

Expected Output/Deliverable:

  • Work Plan by 30 November 2022;
  • Outline of the paper by 15 December 2022;
  • A first draft of the paper by 30 January 2022;
  • A final report/analysis by 28 February 2022.

General requirements

  • The completed material is to be submitted in a Microsoft Word document in English;
  • Pictures, videos and graphics may be submitted in any commonly used format (jpg, png, mp4, etc.);
  • Any fonts used must be provided free of any copyright restrictions;
  • The final product should entail the research paper of maximum 25 pages (A4, font 12, normal spacing), and an executive summary with the main conclusions and recommendations of maximum 2 pages. Proper source references should be included.

Necessary Qualifications:

  • Minimum Master level education in environmental studies, gender studies, law or related field with solid knowledge of qualitative and quantitative research methods is required;
  • Minimum 7 years of professional experience at national and/or international level in drafting research/academic papers in the following areas: management of and access to natural resources, anti-corruption measures, policies and legislation; gender equality and gender mainstreaming;
  • Good communication, initiative and problem solving skills;
  • Previous experience working with international organisations is an asset;
  • Professional fluency in English with excellent communication (both oral and written) and drafting skills; knowledge of Russian is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
