Purpose of consultancy

Under the over-all guidance of the WHO Representative (WR) and direct day to day supervision of the Technical Officer, Communicable Diseases (TO-CDS), the consultant will provide technical support to the ongoing PFMS work under the WHO TA MoU- The Global Fund in WCO-TLS

Background

  • The international consultant will be involved in reviewing existing PFM tools and processes through consultative meetings with stakeholders.
  • The international consultant will develop a comprehensive road map with clear timelines to enable the implementation and coordination of PFM reform.
  • The Consultant will support the implementation of the recommendations of the PFM bottleneck assessment.
  • The international consultant will support PFM capacity building activities in all municipalities based on the training plan developed jointly with the Ministry of Health.
  • The consultant is expected to support MoH effort in identifying mechanisms for Performance-based budgeting/resource allocation and its implementation in pilot areas.
  • The consultant is expected to support MoH effort in identifying mechanisms for Performance-based budgeting/resource allocation and its implementation in pilot areas.
  • Technical assistance for MoH’s work on Performance Based Financing (PBF).
  • The international consultant is also expected to support integration of TB, HIV, malaria vertical programs with HMIS.
  • The consultant will be called upon to conduct analytical exercise in relation to TB, HIV and Malaria programs.
  • The consultant will be responsible for coordination between stakeholders, prepare quarterly/half years/annual reports.
  • Support with selected aspects around pro-health taxes e.g. stakeholder analysis in close coordination and guidance from WHO Timor-Leste Health Policy Advisor.
  • The consultant will work in close coordination with WHO Timor-Leste Health Policy Advisor, and Director General of Cooperative Services, MoH.

Strengthening structures, processes and capacity in the health sector:

Deliverable 1: Situation analysis report

Activities

  1. Development of a comprehensive road map with clear timelines to enable the implementation and coordination of Public Financial Management
  2. Review the existing public financial management tools and processes through consultative meetings with stakeholders
  3. Establish a national Technical Working Group (TWG) for Health Sector Public Financial Management and conduct a monthly TWG meeting
  4. Develop operational guidelines to implement PFMS reform along with the SOPs, forms/formats and checklists
  5. Conduct consultative meetings with stakeholders on the guidelines development
  6. Revise, translate and disseminate the guidelines

Deliverable 2: Capacity Building of financial managers at central level and decentralized units (municipalities and CHCs):

Activities

  1. Conduct a 4-day needs assessment participated by all 13 Municipal Health Directors and Finance Managers
  2. Conduct consultative meetings for the guidelines and materials development
  3. Conduct ToT trainings to Finance Managers and Officers at the national level
  4. Conduct peripheral (CHC)-level trainings including mentoring to Finance Officers at the municipality level in all 13 municipalities

Review of existing PFM tools and processes

Deliverable 3: Performance-informed resource allocation and budgeting for decentralized units:

Activities

  1. Develop guidelines, SOPs, forms and checklists;
  2. Capture relevant financial information system in an aggregate data set and integration within DHIS2;
  3. Develop a trainer's manual, participant’s manual and power point presentation (training materials) on performance-informed resource allocation and budgeting
  4. Conduct a national consultative workshop to finalize the guidelines, SOPs, forms and checklist and obtain approval
  5. Translation of Guidelines
  6. Support for rolling out performance-informed resource allocation and budgeting, and develop implementation report
  7. Conduct ToT trainings to Finance Managers and Officers at the national level
  8. Conduct peripheral (CHC)-level trainings including mentoring to Finance Officers at the municipality level in all 13 municipalities

A monthly coordination and update meeting with the Directorate General of Cooperative Services and National Directorate of Budget and Financial Management of the MOH shall be carried out to present the implementation progress to MOH. Based on MOH’s continuous review and monitoring, the MOH may revise the program implementation arrangements as deemed necessary.

Qualifications, experience, skills, and languages

Qualifications: Bachelor’s degree in Medicine or Dental Surgery or Science or financial management or Public Health

Desirable Qualifications: Master’s degree in financial management/ Public Health

Essential Experience:

Minimum 5 years of experience in Health Economics and Health Financing.

Skills

  • Excellent writing skills and ability to make presentations to various audiences
  • Able to follow, critically evaluate, and improve upon current processes
  • Ability to recognize issues and identify solutions
  • Ability to interact with various levels of management and with Clients
  • Extensive Experience in handling and analysing large datasets like NSSO, NFHS, DHS, DLHS, LASI, WHO etc.
  • Experience working with Union as well as State-specific Budget documents

Language required:

Essential:

Excellent knowledge of written and spoken English

Desirable:

Knowledge of Tetum and/or Portuguese

Location

On site: Timor-Leste WHO country office

Travel

If travel is involved, full medical clearance is required. The selected Consultant will be expected to provide a medical certificate of fitness for work

Local travel within the country, where needed, will be arranged by WCO Timor-Leste

Remuneration and budget (travel costs are excluded):

Remuneration: Band level A - USD 3,955.00 – 6,980.00 per month, depending on the consultant’s experience and educational background

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Per diem will be paid as per WHO rules applicable to international consultant for travel.

Expected duration of contract:

11 months. Additional contracts (up to 22 months maximum) can be offered based on funding availability and satisfactory performance
