Background

1. Background and Justification

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Nepal’s Strategic Note (SN) for the period 2018-2022 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to Nepal’s national priorities as described in Nepal’s Fourteenth Three-year Periodic Plan, its gender equality commitments, the needs of women’s organizations, and the UNDAF 2018-2022 with a commitment of leaving no one behind. UN Women will advance its efforts in Nepal in accordance with its unique role and triple mandate (normative, operational and coordination) and lessons learned to “achieve gender equality and social inclusion and empower women and girls in Nepal to realize their human rights” (Nepal Country Office SN Goal Statement). In Nepal, UN Women focuses on strengthening women’s voice, agency and leadership across sectors to advance women’s rights, provide space for women’s meaningful participation, and contribute to tangible differences in their lives. Under the overarching SN 2018-2022, UN Women focuses on two programmatic areas, inclusive governance, and women’s economic empowerment.

Sexual exploitation and abuse (SEA) and sexual harassment (SH) are unacceptable behaviours and prohibited conducts for United Nations (UN) staff and its personnel. SEA and SH are acknowledged to be rooted in unequal power relations, particularly gendered and sexualised abuses of power, and gender bias. UN Women is committed to build upon a gender-sensitive and victim/survivor-centred approach and organisational culture that aims to prevent any form of sexual misconduct and, when they occur, support those affected and provide timely appropriate corrective actions. To ensure the implementation of this zero-tolerance policy, UN Women in Nepal looks at driving a cultural transformation across its systems and within its office, the elimination of impunity and support to victims/survivors in its efforts to address SEA/SH. Placing the human rights, dignity, interests and needs of all victims/survivors at the centre and adhering to the principles of ‘do no harm’, confidentiality, safety and non-discrimination when responding to allegations of SEA/SH, UN Women aims at increasing transparency and improving the prevention, reporting, referral and provision of assistance in the context of SEA/SH allegations.

UN-Women is accountable in its own right but also as part of the broader UN-wide effort to mitigate the risk of SEA/SH. To this effort, UN Women plays a crucial role in strengthening Nepal’s United Nations Country Team (UNCT) efforts to prevent and respond to SEA/SH through its position as co-chair of the UNCT Protection against Sexual Exploitation and Abuse Working Group (PSEA Working Group). The PSEA Working Group holds the mandate of serving as a platform to collectively address SEA/SH through collective action and UN system-wide solutions, including with the strengthening of system-wide mechanisms on prevention, response, and support mechanisms. To support and leverage on these efforts, UN Women Nepal is seeking for services of an international consultant by providing an overall coordination and technical support to take forward the efforts of PSEA Working Group.

Duties and Responsibilities

2. Duties and Responsibilities

Under the overall supervision of Deputy Representative and in close consultation with UN Women NCO PSEA focal point, the Consultant will provide support in the following areas:

  • Facilitate meetings, discussions, and workshops for PESA working group in close collaboration with the PSEA Coordinator.
  • Facilitate brown bag sessions for NCO and its partners in line with the NCO PSEA workplan.
  • Coordinate PSEA training for UN personnel in Nepal and partners.
  • Provide technical support to NCO PSEA focal point to prepare briefing notes, talking points and summary reports in support and promotion of UN Women’s zero tolerance policy implementation.

3. Expected deliverables

Expected deliverables include:

  • Meeting minutes of PSEA working group meetings.
  • Brown bag sessions for NCO and its partners in line with the NCO PSEA workplan.
  • PSEA trainings designed and delivered to UN personnel and its partners.
  • Briefing notes/talking points/summary reports on UN Women’s zero tolerance policy on SEA/SH.

4. Duration

The total duration of this assignment is 10 working days spread over one year (1 September 2021 – 31 August 2022). UN Women will not be committed to purchasing any minimum quantity of the Services, and purchases will be made only if there is an actual requirement upon the issuance of a Purchase Order based on this retainer contract. UN Women shall not be liable for any cost in the event that no purchases are made under this retainer contract.

5. Schedule of payments

Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated time frames.

6. Inputs

  • UN Women will provide the consultant with background materials for the project. Specifically, project documents and access to the relevant training materials, reports, research and data.
  • The consultant will be required to provide their own local communications such as SIM cards and mobile phone.
  • It is mandatory for the consultant to participate in a UN security briefing and to follow UN security rules and guidance.
  • It is the Consultant’s responsibility to arrange private insurance.
  • The Consultant will be required to provide a Statement of Good Health, endorsed by a certified Medical Practitioner.

Required Skills and Experience

8. Qualification and experience

  • Master’s degree in Gender and Development Studies, Political Science, Social Science, or any other related field of studies.
  • At least three years of progressively responsible work experience in development programme/project implementation, coordination, and capacity building with a strong focus in the area of gender equality and women’s empowerment.
  • Previous experience of working with different levels of government, civil society and development partners preferably on gender equality and prevention and response to gender-based violence will be an asset.
  • Experience working with the UN system on PSEA is an asset.
  • Field based experience working with multi-cultural teams.
  • Ability to multi-task and operate effectively in stressful situations.
  • Fluency in English is required.
  • Ability to handle documents and the information contained therein with strictest confidentiality is a non-negotiable requirement.

10. Evaluation criteria

A two-stage procedure is applied in evaluating the proposals.

  1. The technical proposal (P11, application and written sample) is assessed first based on the qualifications listed above, including interview process. Those proposals that meet a minimum threshold (scoring at least 70% on the technical assessment) will be considered further, including through assessment of the financial proposal.

Criteria for technical evaluation:

  • Required degree and educational qualification (10 points)
  • Work experience in development programme/project implementation, coordination, and capacity building with a strong focus in the area of gender equality and women’s empowerment (30 points)
  • Previous experience of working with different levels of government, civil society and development partners preferably on gender equality and prevention and response to gender-based violence (10 points)
  • Writing sample (20 points)
  1. The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points. In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A formula is as follows:

p = y (µ/z)

Where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
