Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) is the focal point for co-ordinating and facilitating OSCE anti-terrorism activities. TNTD/ATU contributes to the implementation of the OSCE's counter-terrorism commitments by providing support to the Chairperson-in-Office, the Secretary General and the participating States on anti-terrorism matters and by enhancing co-ordination within the OSCE on related issues. TNTD/ATU also assists participating States with implementing their relevant commitments in this area, as defined by relevant decisions, and acts on requests from participating States to assist in enhancing their capacities to respond to current and emerging terrorist threats. TNTD/ATU supports the work of relevant UN bodies and enhances co-operation with external partners and other regional organizations in preventing and countering terrorism.

Objective of Assignment:

The objective of this roster call is to invite qualified candidates with a range of skills and expertise on counter-terrorism (CT), and preventing and countering violent extremism and radicalization that lead to terrorism (P/CVERLT) to join the OSCE roster of experts.

Once admitted to the roster, members will be considered for upcoming consultancies. Shortlisted members will be contacted regarding specific consultancies and requested to confirm their interest and availability. The final selection among short-listed candidates may involve interviews and a written test.

Duration of Assignment: This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned.

Tasks and Responsibilities:

TNTD/ATU’s engagement in countering terrorism is sub-divided in five thematic portfolios:

1. Promoting the Rule of Law while countering terrorism and the implementation of the related international legal framework, including devising and implementing technical assistance for a Rule of Law and Human Rights -compliant investigation, prosecution and adjudication of terrorist cases, as well as for improving international legal cooperation in this regard;
2. Preventing and countering violent extremism and radicalization that lead to terrorism (P/CVERLT), including the development and implementation of human rights compliant P/CVERLT policies and practices and strengthening the knowledge, awareness, and technical capacities of government entities, civil society and other relevant stakeholders;
3. Countering financing of terrorism (CFT), with a particular focus on capacity-development and awareness-raising to strengthen local CFT frameworks in line with advanced international practices;
4. Countering the use of the internet for terrorist purposes through providing support to the OSCE participating States to better understand the threats posed by terrorist use of the Internet and new technologies and to share best practices on how to effectively respond to these challenges in a human rights compliant manner;
5. Protecting vulnerable targets (critical infrastructure and soft targets) against terrorist attacks through efforts aimed at awareness-raising, technical assistance and regional cooperation among OSCE participating States, and in cooperation with additional stakeholders such as the private sector and civil society.

The OSCE is looking for professionals with demonstrated and in-depth expertise in one or more of these thematic areas to perform tasks of various nature within the programmatic scope of TNTD/ATU. Some of the more specific expertise areas needed include but are not limited to gender in counter-terrorism and/or P/CVERLT, media and information literacy and critical thinking in P/CVERLT, technical expertise in protecting vulnerable targets, and training law enforcement and justice sector actors on comprehensive and human-rights compliant approaches to CT and P/CVERLT.

Candidates are requested to indicate their area of expertise and number of years of experience in their application (cover letter) by referring to the above-mentioned five thematic portfolios.

The expert might be hired in order to cover several tasks including but not limited to: conducting thematic research, documentation and surveys, need assessments, capacity development and delivering of training with stakeholders from different sectors, policy advice, report writing, strategic communications, project design, development of technical tools and guidelines, monitoring and evaluation. Assignment-specific tasks and responsibilities and required level of expertise will be outlined in the terms of references shared with the candidates short-listed for a specific assignment.

The specific assignments might vary between equivalent of P2 to P5-levels.

Necessary Qualifications:

Mandatory:

• Depending on the assignment either first or second level university degree in social sciences or a related field or technical expertise gained through other types of education, e.g. relevant police, military or security service education;
• A minimum of 5-10 years of documented professional experience required in one or more of the abovementioned thematic portfolios of TNTD/ATU and/or related thematic expertise, based on the level of the assignment;
• Professional fluency in English with excellent writing skills; knowledge of Russian, other OSCE languages spoken in the OSCE area is an asset;
• Flexibility and ability to work under time pressure to meet tight deadlines;
• Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities;
• Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
• Experience in qualitative and/or quantitative analysis;
• Computer literate with practical experience using Microsoft applications;

Desirable:

• Professional experience working with international and/or regional organizations. Specific knowledge of the OSCE would be an asset;
• Depending on the assignment, knowledge of Arabic would be an asset;
• Technical expertise gathered at the national level in one of the five portfolios of TNTD/ATU;
• Knowledge of international human rights standards in CT and P/CVERLT context and ability to integrate these into own work, and complying with a Do No-Harm -approach;
• Geographical expertise in the OSCE area, in particular Central Asia and South-Eastern Europe, would be an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
